Invitation to Bid for Procurement of Computers and Printers
The Polytechnic University of the Philippines, through its GOP Funds chargeable against the Equipment Outlay (Fund 164) intends to apply the sum of Eight Million Seven Hundred Ninety-Six Thousand One Hundred Eighty Pesos (Php 8,796,180.00): Lot 1 – Php 7,894,000.00; Lot 2 – Php 902,180.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Computers and Printers. Bids received in excess of the ABC shall be automatically rejected at bid opening.
The Polytechnic University now invites bids for the Procurement of Computers and Printers: Lot 1 – Computer and Appurtenances; Lot 2 – Printers. Bidders shall have the option of submitting a proposal on any or both lots. Bidders should have completed, within three years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to Bidders.
Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
Interested bidders may obtain further information from the Polytechnic University of the Philippines and inspect the Bidding Documents at the address given below during 8:00 am to 5:00 pm.
A complete set of Bidding Documents may be purchased by interested Bidders on January 9 to January 30, 2012 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of ten thousand pesos (Php 10,000.00) for Lot 1 and two thousand five hundred pesos (Php 2,500.00) for Lot 2.
The Polytechnic University of the Philippines will hold a Pre-Bid Conference on January 17, 10:00 am at Dr. Mateo Conference Room, 2nd floor, South Wing, Main Building, Mabini Campus, Sta. Mesa, Manila which shall be open only to all interested parties who have purchased the Bidding Documents.
Bids must be delivered to the address below on or before January 31, 1:30 pm. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause.
Bid opening shall be on January 31, 2:00 pm at Dr. Mateo Conference Room. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the said venue. Late bids shall not be accepted.
The Polytechnic University of the Philippines reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
