Contrary to what is being peddled by some groups in PUP Manila and in the campuses and branches, there is no increase in tuition and other fees in local government-funded campuses.
All the rates currently being charged by LGU-funded campuses except the campuses of PUP in Biñan, Parañaque and Bansud will remain the same as these are not subject to the standardization rate as proposed to the BOR for approval.
Rates in the PUP campuses in Biñan, Parañaque and Bansud will actually decrease as a result of the proposed standardization. From as high as 5,000 (200 pesos per unit) per student per semester last year PUP Biñan will only be charging 3,000 (100 pesos per unit) per student per semester. PUP Bansud will charge 3,000 pesos (100 pesos per unit) per student—a decrease of 500 pesos from the previous rate of 3,500 pesos (125 pesos per unit) per student. From 6,000 pesos PUP Parañaque is previously charging, the rate will be reduced to 3,000 pesos—this in addition to upgrading their programs from associate to full baccalaureate degree programs.
Thus, there has been a slow but steady process of reducing the fees PUP students have been paying as a result of the continuous efforts of the current administration to give access to PUP quality and brand of education. The current administration foresees a future in which the branches (GAA-funded) and campuses (LGU-funded) will have the same standard rate that is based on 12 pesos per unit. Hence, there is no way those branches and campuses currently charging from either 12 pesos per unit-based rates or 1,500 flat rate will be hiking up fees due to the proposed standardization.
In the event the proposed standardization of the rates in the abovementioned campuses is not approved it will mean the non-implementation of the decrease in tuition and other fees in such campuses—this we have to owe to those groups which fervently swear to oppose tuition increases. The administration could not figure out how opposing a move to decrease tuition and other fees can be construed as fighting against tuition increase. Go figure.
The President of the PUP System has always been declaring his commitment to the 12 pesos per unit-based tuition rate and will never deviate from such a commitment.
