Polytechnic University of Philippines started to conduct random drug testing with its students on August 15, 2019, in accordance with the Commission on Higher Education’s Memorandum Order 18.
The said memorandum, with subject The Implementing Guidelines for the Conduct of Drug Testing of Students in All Higher Education Institutions (HEIs), intends to ensure that universities are drug-free communities. It is the paramount duty of higher education institutions to guarantee the protection of students from vicious elements like drugs, and to pursue the health and well-being of the future generations.
A total of 800 students from the 15 colleges of the main campus were randomly selected for urine testing. As of writing, only 120 were tested due to the limitation of the facilities. Drug testing will continue in the next few dates to reach the said number.
The guidelines and procedures of the drug testing are contained in the Board of Regents-approved University Anti-Drug Abuse Policy for Students which was published in the PUP website and incorporated in the Student Handbook. Based on the policy, the conduct as well as the result of the said procedure will remain strictly confidential. The University conducted anti-drug awareness seminar to students, faculty members and employees last July 30 and 31, 2019 to explain the procedures of the random drug testing. Parents and guardians of the students were also informed thru an electronic email sent to the students’ SIS accounts.
On August 13-14, 2019, all the members of the PUP Executive Committee and 200 randomly selected faculty members and employees were also subjected to drug testing.
The random drug testing was facilitated by Global Health Diagnostic Center, Inc. , a DOH-accredited drug testing facility.
