Manuel M. Muhi, D. Tech. Executive Vice President Vice President for Academic Affairs
Dr. Manuel M. Muhi is now PUP’s Vice President for Academic Affairs. Prior to this new appointment, he served as the Vice President for Research, Extension, Planning and Development from July 2012. Following the retirement of then Executive Vice President Dr. Victoria C. Naval in December 2013, Dr. Muhi was tasked to run the office on a concurrent capacity. He still is the EVP in addition to his being the VPAA. His skills were honed by the many positions he has held during his teaching and administrative career. He served as Dean of the College of Engineering from 2006 to 2012. He is a Member of the Commission on Higher Education or CHED Technical Panel on Engineering Technology since 2013. He is also the Chair of the Bids and Awards Committee, and the Program Head for the Master of Science in Construction Management Program of the Open University.
Dr. Muhi graduated from PUP in 1988 and became a licensed Civil Engineer the following year. He obtained his masters in Transportation and Road Engineering with specialization in Transportation Engineering from the International Institute for Infrastructural, Hydraulics and Environmental Engineering, Technical University of Delft, The Netherlands in 2000. He then entered the Research Scientist Exchange Program of the Tokyo Institute of Technology from June to September 2001. He later obtained the degree Doctor of Technology from the Technological University of the Philippines in 2008. Dr. Muhi’s quest for knowledge didn’t stop there for he pursued and was successfully awarded the Executive Doctorate in Education Leadership by the Development Academy of the Philippines from 2011 to 2013. His expertise has been acknowledged here and abroad. In fact, Dr. Muhi is a Registered ASEAN Engineer since 2013.
At present, Dr. Muhi is a Fellow of the Royal Institute of Engineers (based in Singapore). He is also an Advisory Council Member of the Philippine National Police – Directorate on Research and Development, and a Member of the Board of Directors of the Philippine Society for Program and Project Management. He is a Member of the following professional organizations: Philippine Institute of Civil Engineers, Transportation Science Society of the Philippines, Agham, and the American Concrete Institute – Philippine Chapter. He is also an associate member of the Association of Structural Engineers of the Philippines, and the National Research Council of the Philippines – Department of Science and Technology (DOST) - Engineering Division.
Dr. Muhi has published papers, articles and technical proceeding in various publications and conferences. Among them are “Rail Transit Accessibility of Metro Manila” for the Japan Society for the Promotion of Science – DOST International Symposium on Environmental Engineering and the 5th Regional Symposium on Infrastructure Development in Civil Engineering; “Effects of Temperature Changes in Steel Box Girder Bridge” for the Japan Society for the Promotion of Science, Bulletin on Environmental Engineering; “Evaluation of Urban Road Carbon Monoxide Dispersion” as part of the Technical Proceedings of the 5th International Conference in Civil Engineering; ”Monitoring and Evaluation of Existing Bridges” for JSPS-DOST Joint Scientific Cooperation Program; “Health Monitoring and Evaluation of Bridges” as part of the Technical Proceedings of the International Convention on Structural Engineering; “Structural Performance of Concrete as Construction Material Utilizing Coal Combustion By-Products as Partial Cement and Sand: An Experimental Study” for the PUP Open University; and “Coal Combustion By-Products as Construction Materials”, a CHED Zonal Research.
All throughout his career, Dr. Manuel M. Muhi has attended symposia, conferences, conventions, seminars, workshops, trainings, and dialogues, either as a participant, moderator, facilitator, trainor, or paper presenter, in the Philippines, Vietnam, Japan, Germany, Belgium, Netherlands, and Abu Dhabi in UAE.
Joseph Mercado, FRIEdr, DEM, PhD/Crim Vice President for Research, Extension, Planning and Development
Dr. Joseph Mercado, FRIEdr, DEM, PhD/Crim is now PUP’s Vice President for Research, Extension, Planning and Development. Before his appointment as VPREPD, he served as the Vice President for Branches and Campuses for three years. His capacity to lead was strengthened by several positions he has held. He was designated as the Acting Director of PUP Ragay in 2004. In 2006, he was appointed as the director of PUP Sto. Tomas Batangas and then designated as the dean of the College of Science. Concurrent to these positions, he was also appointed as the Assistant Director of Center for Data and Statistical Analysis. Three years after he became the Executive Director for Branches and Campuses.
Dr. Mercado finished his bachelor’s degree in Applied Statistics in Polytechnic University of the Philippines (PUP). Seven years after, he graduated Master in Applied Statistics. He took his doctorate degree in Educational Management and finished it in 2003. Apart from that, he also finished PhD in Criminology under the Philippine College of Criminology in 2011. Currently, he is taking Executive Doctorate for Education Leadership under the graduate school of public development management under the Development Academy of the Philippines.
He serves as a faculty member in the College of Science. He teaches basic statistics, Quantitative Business Analysis, Management Science Statistics and other higher statistics subjects. Concurrent to his work as faculty, he also managed several working groups and committees such as the Federasyon ng mga Alumni Associations sa PUP, Inc (FEDAAPI), Unyon ng mga guro sa PUP, Department of Mathematics and Statistics Faculty Association, PUP SIS Technical Working group, etc.
Dr. Mercado wrote several researches, books and articles that have been recognized in national and international journals. Among them are “Reading Attitudes of the Students of Polytechnic University of the Philippines, Sta. Mesa, Manila: A principal Component Factor Analysis”, “A Mathematical model for estimating imports and exports in the Philippines: A normal estimation equation for multiple linear regression”, “Mathematical model for estimating income tax revenues in the Philippines through regression analysis using Matrices” and “Predicting Spousal Physical Violence in the Philippines: a Binary Logistic Regression Analysis” for European Academic Research Journal; “Modeling the Philippines Real Gross Domestic Product: A Normal Estimation Equation For Multiple Linear Regression” for American Institute of Physics’ Journal; Co-authored “Burnout Inventory and Job related stressors as correlates of teaching performance among college of science faculty members of PUP” which won the Best Faculty Research in the 5th PUP University- Wide Research Colloquium in 2006.
At present, Dr. Mercado is also a member of the Philippine Statistical Association, Philippine Association for Teacher Education or PAFTE, Philippine Association for Graduate Education – National Capital Region (PAGE-NCR), Rotary Club of New Manila Heights and Fellow of Royal Institute of Educator based in Singapore. He is also one of the national accreditors of the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACUP).

Pascualito Beltran Gatan Vice President for Branches and Campuses
Pascualito Beltran Gatan is now PUP’s Vice President for Branches and Campuses. Prior to his appointment as VPBC, he served as Branch Director of PUP Quezon City for 12 years.
In his 12 years of stay in PUP Quezon City, he brought about numerous changes in the campus. With the help of several congressmen, partylists and private individuals, he was able to put up a classroom building, gym and an interfaith chapel.
He also served under the Security committee for 8 years. In 1998, President Ofelia Carague appointed PBG to head the Security Office, concurrent to his work in the legal office of the University.
PBG finished his AB Philosophy degree from San Pablo Seminary in 1982. Four years after, he studied Theology in the University of Santo Tomas Central Seminary until 1986. Before obtaining MBA from PUP in 2005, he took Bachelor of Laws from UST in 1997. He was also ordered as deacon in 1985.
Under the term of President Pablo Mateo, PBG was accepted as a faculty member of the College of Arts and Letters. Currently, he is teaching subjects in Philosophy and Logic. He also teaches in the graduate school of Public Administration and in PUP’s law school.
As the new VPBC, he vows to empower the directors of all branches and campuses. He also plans to maintain a high passing rate in all licensure exams taken by examinees from the various branches and campuses, and to continue the conduct of research and extension.
