The Institute of Continuing Professional Development (ICPD) of the PUP Open University System (OUS), in collaboration with the Government Procurement Policy Board (GPPB) conducted the first-ever Online Certified Public Procurement Specialist Basic Course. PUP is the first higher education institution (HEI) approved to offer the said course online.
The certificate course was held from August 27 to September 25, 2021, through a blended mode of delivery with synchronous and asynchronous sessions. It was developed and facilitated in partnership with the Government Procurement Policy Board – Technical Support Office (GPPB-TSO) as part of its mission to develop a long-term training program for procurement entities.
Procurement experts were invited as resource speakers. Among them were Dr. Carina S. Cruz from the Department of Interior and Local Government (DILG) Region IV-A, Dir. Peter Paul Soliva from the Bangko Sentral ng Pilipinas (BSP), Dr. Cheryl G. Ramos from the Central Luzon State University (CLSU), Dir. Rosa Maria Clemente from the Philippine Government Electronic Procurement System, Ms. Gracela A. Ortiz from the Department of Budget and Management (DBM), Engr. Antonio M. Bautista from the Department of Energy (DOE), Engr. Gilbert Mondroy from the Department of Environment and Natural Resources (DENR), Ms. Marilou D. Reyes, a GPPB Recognized Trainer, and Atty. Anthony Raymond M. Velicaria, the chief of Internal Affairs Division of DENR.
An assessment was administered to assess the participants’ learning after 48 hours lecture on the ninth day. Certified Public Procurement Specialist will be awarded to those who passed the exam.
Participants came from a total of 21 entities, the majority of which were government agencies, state colleges and universities, and private businesses. Agencies include the Department of Public Works and Highways (DPWH), Department of Labor and Employment (DOLE), Department of Tourism (DOT), and the DENR. SUCs include Quirino State University, Caraga State University, Batanes State College, Apayao State College, Nueva Ecija University of Science and Technology, Benguet State University, University of Rizal System, Biliran Provincial State University, Palompon Institute of Technology, PUP Procurement Office, Palawan State University, Bulacan Agricultural State College, PUP PSMO, PUP Accounting Office, Tarlac Agricultural University. Private organizations include Batangas Medical Center and Personiv.
The schedule for the second wave of training will be announced on the PUP ICPD website and Facebook page. ICPD intends to offer intermediate and advanced level certification training by the first quarter of 2022.
