IBON foundation Executive Director Jose Enrique “Sonny” Africa emphasized in a lecture seminar at the Polytechnic University of the Philippines the impossibility of saving millions of Filipinos from poverty just by a single law.
With the theme “TRAIN: Neoliberal Tax Burners on the People”, the lecture seminar aimed to inform students, faculty members and administrative employees on the effects of Tax Reform for Acceleration and Inclusion or the TRAIN law.
In his lecture, Africa questioned the objective of the TRAIN law stating that “it will set the staging ground to rescue 21 million Filipinos from poverty in the long run”. According to Africa, there is no single law that can rescue all Filipinos from poverty.
"Sabi ng Department of Finance, ito raw (Train Law) ang mag-aangat sa kahirapan ng milyong milyong Pilipino. Parang advertising lang, hard sell ito e," said Africa.
Africa also believes that some of the constitutional provisions under the Train Law was only used for propaganda to persuade people to support the reform. "’Yung nakasaad sa ibang probisyon na para daw sa progresibo, ‘yun ‘yung propaganda approach. ‘Yun ‘yung ginagamit ng Department of Finance para sa Train Law," Africa added.
At the end of the lecture, Africa urged the PUP community to keep track on the Train Law and its effects.
The event was organized by the Institute for Human and Social Development Center for Labor and Industrial Relations with the cooperation of the College of Political Science and Public Administration.
