Reyes, News, Institute for Continuing Professional Development <br/><p>Students from the National Kaohsiung University of Hospitality and Tourism (NKUHT) of Taiwan completed the 60 hours of the English Enhancement Program under the PUP Institute of Continuing Professional Development (ICPD) on September 5, 2023.</p> <p>The program was implemented through the collaboration of different offices such as the Office of the International Affairs (OIA), Institute of Continuing and Professional Development (ICPD), the Department of English, Foreign Languages, and Linguistics (DEFLL), and the University Center for Culture and the Arts (UCCA)  as part of the internationalization effort of PUP.</p> <p>The delegations from NKUHT arrived on August 22, 2023, and were warmly welcomed at the Communication Foundation Asia where they were housed all through their three-week stay. The delegates are from the Hospitality and Tourism program and are enrolled in undergraduate, master’s, and doctorate programs. During Day 1, UCCA artists performed songs and dances like “putong” to express the community’s acceptance of its guests.</p> <p>Aside from English language construction and fluency in speaking in English, the Taiwanese students were introduced to Philippine culture, immersing themselves in Philippine celebrations, food, local music and dance, local games, and different modes of transportation. The delegates also toured different historical and cultural places like Museo El Deposito, Baluarte de San Diego, and the National Museum of Fine Arts and National History.</p> <p>During the closing ceremony on September 5, 2023, Dr. Carmencita L. Castolo, Dr. Evangelina S. Seril, and Dr. Karla C. Bien expressed their gratitude to NKUHT and their officials for choosing PUP as their international partner institution for this program. Dr. Hsiao-I Hou, the Director of the Language Center from NKUHT conveyed their interest in another batch of delegates to be sent for the same program for the first quarter of 2024.</p> <p>The Taiwanese students through their class representative, Chen, Sung-Yu “Barry” showed their appreciation to PUP for all their assistance and especially the friendship and camaraderie built that made their trip very memorable. Reyes, Mr. Aljon G. Pada, and Mr. Rayan Soriano, the outreach aimed to support individuals facing various disabilities, including blindness, deafness, cerebral palsy, and limb amputations.</p> <p>Ms. Veronica Delima, the center’s lead coordinator, stressed the significance of sensitivity training, covering sign language, braille, and disability simulations.</p> <p>Activities included blindfolded games, ramp walking, and cane-assisted stair climbing. The students also engaged with the children through singing, dancing, hand painting, and crafting thank-you cards. Reyes, News, Institute of Continuing and Professional Development <br/><p>The first batch of takers for Certified Procurement Specialist Intermediate Level successfully completed and received their certification from the Government Procurement Policy Board – Technical Support Office (GPPB-TSO) and PUP ICPD during the virtual awarding ceremony on August 30, 2023.</p> <p>The participants completed the rigorous nine-day training which ran from March 8-29, 2023, and took the comprehensive examination on April 12, 2023. The participants were passers of the Certified Procurement Specialist Basic Course which is a requirement to qualify for the intermediate level. Out of 45 participants, 36 successfully passed the examination and will be qualified to take the advance level which will be offered by ICPD within the year.</p> <p>The training covered different procurement practices like public expenditure management, public procurement audit, procurement fraud, procurement of consulting services, procurement of infrastructure projects, and contract management and administration.</p> <p>The participants are from PUP, Departments of Budget and Management (DBM), Education (DepEd) – Pasig, Information and Communication Technology (DICT), Labor and Employment (DOLE) – National Capital Region (NCR), Tourism (DOT), and Public Works and Highways (DPWH). Dean Sebastian discussed the “1898 Tondo Working Class Legacy in Philippine Historiography” during second day.</p> <p>“We often tend to focus on the grand narratives in our nation’s history. The more famous heroes and well-known events, and how these impact the way society is shaped today. This is why putting local histories and heritage front and center becomes more important – because we get to highlight the diversity of our experiences and the depth of our identity as a nation. We should not forget the smaller stories, the more parochial concerns in towns and provinces, the specific struggles of different segments of the society; that’s the beauty of studying our history and this is where PUP can contribute significantly,” Dean Sebastian shared in a separate interview.</p> <p>In his presentation, Dr. Sebastian used historical sources to break common stereotypes for Tondo as a place for brawls, gangs, and conflicts. He emphasized the presence of Tondo-based personalities such as Andres Bonifacio and other unnamed members of Tondo’s working class, proving its powerful place in the country’s history.</p> <p>“Ang imahe ikinakabit (sa Tondo) ay nag-iiwan ng malaking pitak sa diwa at gunita ng mga taong na kanilang nagiging sandigan sa pagkakakilanlan nito. Ang imaheng nabuo sa kanilang gunita ay nagiging matibay na muog na siyang pinaniniwalaan bilang buong katotohanan. Ito rin ang nagsisilbing reference point ng mga sumunod na henerasyon,” Dr. Sebastian explained in his presentation as he used film portrayals of Tondo in contrast with historical references.</p> <p>(“Tondo’s image leaves a lasting impact on its current conception. The image built overtime strengthened and was then used as basis for the whole truth of its existence. Such image also serves as a reference point for the next generation.”)</p> <p>His presentation was under the plenary session on the “Development in the Historiography and Heritage of the Philippine Revolution and the First Philippine Republic.” He was joined by experts from the NHCP, Eufemio Agbayani III discussing “Monuments and Historic Sites of the Philippine Revolution and the First Philippine Republic” and Prof. Michael Charleston Chua on the “Legacy of the 1998 Centennial Celebration of Independence.”</p> <p>The participation of Dean Sebastian is part of the University’s engagement with its long-time collaborator, the National Historical Commission of the Philippines (NHCP). Equally, the national conference is a commitment of the NHCP to its member-affiliates in the Local Historical Committees Network and local history and heritage practitioners across the country under the 2022-2027 National Action Plan for Local History and Heritage. Andres, News, Extension Management Cluster Coordinator 7 <br/><p>The Office of the Vice President for Research, Extension, Planning, and Development (OVPREPD) together with the Extension Management Office (EMO), Research Management Office, Research Institutes, and Research Centers launched and conducted the first Research and Extension Summit (R&E Summit 2023) on June 21-23, 2023 at Bulwagang Balagtas. The three-day summit underscored the theme “PUP as National Polytechnic University: Strengthening the Culture of Research Towards Sustainable Extension program.”</p> <p>R&E Summit provided a venue to discuss all the challenges experienced in research and extension, find solutions to identified challenges, and craft a research and extension roadmap and strategy for the university. With these objectives, the Summit initiated conversations and engaged Deans, Associate Deans/Assistant Directors, Program Chairs, Senior Faculty Members/Academic Researchers from different colleges, branches and campuses.</p> <p>Among the resource speakers invited were Dr. Shermon O. Cruz, Chair, Association of Professional Futurists; Dr. Geraldo S. Petilla, a Chief Administrative Officer at the National Research Council of the Philippines; and, Mr. Carlo P. Fernando, a Higher Education Lead of Education Development Center.</p> <p><strong>The future of research for academics</strong><br /> On the first day of the summit, Dr. Shermon O. Cruz, the first resource speaker, discussed the future of research and what it would look like after a decade. He even raised some questions to engage with the participants that led to another discussion regarding Funding and Technology Innovation like external funding opportunities and collaboration with foreign countries. He also added the matter regarding having highly specialized individuals with knowledge and skills in performing modern lab equipment and experiments.</p> <p>Dr. Cruz synthesized his presentation by emphasizing that the future of research is all about future thinking of deliberate application of technology. Equally, he discussed how these should be integrated with other disciplines such as education, engineering, sciences, mathematics, the humanities, and language.</p> <p>“Through research, we should be able to identify the future and use it to achieve our aim of becoming a highly intensive research university and a premiere national university as a whole,” Dr. Cruz quipped.</p> <p><strong>Transforming PUP into a reliable research insitution</strong><br /> Dr. Geraldo S. Petilla, the second resource speaker, presented how to transform the university into a highly intensive research institution.</p> <p>“Professionals in the academy should commit themselves to, not just simple research, but intensive research outputs. These studies should deliver substantial changes that will lead us in another direction. The same goes for not just being a passive researcher but also actively contributing to the academic research repository with passion and vigor. Research should change people’s mindset and behavior; it should move people and be an influence in your community and country, ” Dr. Petilla explained.</p> <p>He then shared strategies towards being an intensive research university (IRU):</p> <ol> <li>mentoring program,</li> <li>network and linkage with experts outside of the university,</li> <li>inclusion of junior faculty in drafting research proposals,</li> <li>incentives in publication,</li> <li>internationalization program/unit,</li> <li>inbreeding is discouraged,</li> <li>establishment of incubators, technology business offices and others,</li> <li>no fields and disciplines are left behind,</li> <li>linkage with the government,</li> <li>involvement in the Regional Development Council,</li> <li>membership in consortiums,</li> <li>pillars in research (specializations), and,</li> <li>regular benchmarking</li> </ol> <p> </p> <p><strong>Extension in higher education institutions</strong><br /> Mr. Carlo P. Fernando, the third resource speaker, showed his presentation titled, “State of the Philippine Higher Education Extension Program: Challenges, Priorities, and Opportunities” where he said that their office was tasked with engaging different colleges to help with reaching out-of-school youth.</p> <p>For Mr. Fernando, higher education may be seen from different perspectives by different people. Such differences may contribute to some challenges faced by Philippine HEIs, specifically their extension programs. He discussed how higher education institutions are challenged to deepen their collaborations with other research institutes, universities, and institutions.</p> <p>“I believe that faculty extensionists should teach students how to better lend a hand on community extension programs so that they can be equipped with essential skills through community work and immersion,” Mr. Fernando concluded.</p> <p><strong>Accomplishment reports and action points</strong><br /> Meanwhile, the directors along with the chiefs of each unit under the OVPREPD presented their accomplishments such as implemented projects and programs organized by their unit. Furthermore, they even talked over all the services that they can offer and enlightened the participants in the processes of any specific service or request.</p> <p>One of the highlights of the three-day summit was the presentation of Dr. Jackie D. Urrutia, Director of the Research Management Office (RMO), regarding the Research and Extension Roadmap. He discussed the achievements and goals of university publication from 2016-2022. It showed that based on Scopus data, there were a total of 298 publications that were published during the said timeframe. The data also showed the highest number with a total of 83 produced publications in the year 2021. On the other hand, the number of research publications on the same year was 74, where year 2022 recorded the highest number with 18 research publications.</p> <p>This was followed by the signing of commitment to a 10-year research and extension roadmap participated by the university president, vice presidents, deans, directors, chiefs, and officials from different colleges, branches, and campuses who attended the Research and Extension Summit.</p> <p>President Dr. Manuel M. Muhi delivered the summit’s closing remarks. He mentioned that he could see all the sector’s hardships in conducting and implementing their research and extension programs are delivering substantial changes to the university and community. He was hoping that as the 10-year roadmap starts next year, it can target the goals that were laid out. He emphasized that as we talk about roads, we all know that there will be hindrances and obstacles along the way.</p> <p>President Muhi, the University President, on behalf of the Executive Committee, promised their full commitment to support these goals that we are all targeting to achieve in the future. It has been held every Sunday for the months of June and July with different activities executed: from community outreach to clean-up drives, material donations, and painting campus facilities.</p> <p>During the pandemic lockdown, the NSTP held its immersion activities through online webinars. This year, activities are now held in-person which makes the students and instructors excited and full of enthusiasm as they implement their planned projects. Students are accompanied by their instructors as well as NSTP Director Dr. Rovelina Jacolbia and CWTS Chief Mr. Joey Danting while engaging in their immersion activities.</p> <p>“I believe it would be an ideal plan to bring back face-to-face immersion activities now that students have more opportunities to interact with one another and develop their interpersonal and communication skills. Furthermore, I believe that performing physical community service may be more beneficial because such experiences enrich learning and impart useful life skills,” shared Ma. Editha Bernardo, first-year Finance Management student who also serves as their class’ Immersion Project Head.</p> <p>“I think it’s great that the NSTP immersion events take place in person because it gives us more exposure to the community and its challenges, which is what this course is all about—solving them as a community. It’s an eye-opening movement and an honor to take part in the impactful steps for social change here because we feel more empowered, can carry out our causes more effectively, and learn about what society and our country have gone through,” quipped Angelo Albao, Cycle 2 Immersion Project Head. This covers the immersion of Education with majors in Social Studies and Mathematics.</p> <p>Their activities are all related to the CWTS Module which includes mental health awareness, drug education, gender and development, and environment protection. The goal is to showcase the knowledge that the students have learned from their classes. Fourth year political science students Graciella Fae Ezekiel B. Moises and Mariane Lheyla Jane C. Telmo and Assistant Professor George Gamayo’s research papers were recognized among the Top 13 Outstanding Papers of DISSCON 2023, which was held on August 11 and 12 at the La Carmela de Boracay Hotel and Convention Center in Aklan, Philippines.</p> <p>Through the support of friends, families, and fellow advocates, Graciella Fae Ezekiel B. Moises and Mariane Lheyla Jane C. Telmo raised sufficient funds to present their undergraduate thesis titled “CREATING SPACES: A Case Study on Linding Ko Kalombayan’s Anti-Child Marriage Advocacy Towards the Promotion of Youth Civic Engagement in Lanao Del Sur” at the conference. Their paper delved into the contentious Anti-Child Marriage Advocacy led by Linding Ko Kalombayan, a Muslim, youth-led, and community-based organization in the Province of Lanao Del Sur, Philippines. Their paper will be presented at another conference later this year, namely the 4th International Research Conference on Technology, Engineering, Culture and Society (IRConTECS 2023) to be held in Naga City, Philippines.</p> <p>Another representative was Asst. Prof. George Vincent F. Gamayo, professor and researcher from the College of Communication (COC). He presented his paper titled, “Building Church Resilience Through a Localized Disaster Preparedness Ministry: The Case of Quiapo Church in Manila, Philippines,” a comprehensive exploration on the Quiapo Church’s forward-thinking approach to disaster preparedness through community mobilization. A recent study he conducted on PLHIV depictions in a local online serial drama was also recognized as the third best paper at the 10th National Social Science Congress held at Silliman University in Dumaguete City.</p> <p>Organized by the De La Salle University College of Liberal Arts, Social Development Research Center, and the Jesse M. Perlas, News, College of Accountancy and Finance <br/><p>Mika Ella L. Marasigan, a fourth-year Bachelor of Science in Management Accounting student, received the “Natatanging Lider-Kabataan ng Quezon 2023” from Sinag Quezon Inc on August 18. Among the hundreds of youth leaders in the Province of Quezon, Marasigan is fortunate to be one of 22 individuals granted this prestigious award.</p> <p>Her accomplishment is part of the larger project “Tanglaw: Legasiya ni Quezon sa Pagsibol ng Inklusibong Lalawigan,” a noble initiative that seeks to pay homage to Former President Manual L. Quezon’s legacy by nurturing an inclusive and progressive Quezon Province. The heart of the project lies in acknowledging and highlighting the accomplishments of young leaders from the province.</p> <p>Marasigan represented her hometown, Guinayangan, Quezon (District 4), throughout her journey. This connection to her local community has been instrumental in shaping her leadership approach, ensuring that her efforts resonate with the needs and aspirations of the people she serves. Her involvement with PUP Junior Philippine Institute of Accountants Manila (PUP JPIA Manila), an academic student organization from PUP CAF, as Vice President for Information and Publicity Federation Year 2022-2023 amplifies the reach of her influence. Her participation in this capacity showcases her ability to bridge the gap between her academic pursuits and her commitment to community service. Prof. Mark Anecito R. His winning paper is titled: “S-T-I-G-M-A through the Eyes of PLHIV: Deconstructing HIV/AIDS Depiction in Batang Poz.”</p> <p>Gamayo presented his paper under Parallel Session 34: Addressing Barriers and Promoting Inclusivity for Sexual Health in the Philippines. HIV/AIDS is a serious public health problem, made more prevalent with stigma on people suffering from this life-threatening condition. The study uses the digital miniseries Batang Poz to understand how people living with HIV who engage in men having sex with men (PLHIVMSM) construct meanings regarding the program and how “the show mirrors the traditional depiction of PLHIV that may suggest that HIV/AIDS are spread by the queer community.”</p> <p>Aside from Gamayo, other faculty members also presented their papers during the three-day national conference. Plenary sessions featured talks from Health Futures Foundation President, Dr. Jaime Z. Galvez-Tan; Converge ICT Chief Executive Office and Co-founder, Dennis Anthony Uy; Seisa University – Japan Professor, Dr. Miwako Hosoda; Dr. Ramir Anthony T.
