Invitation to Submit Proposals/Quotation for Accreditation: Carbonated and Non-Carbonated Drinks

The Polytechnic University of the Philippines (PUP), through the Resource Generation Office (RGO), invites interested and qualified providers to submit proposals or quotations for accreditation as an Official Supplier of Carbonated and Non-carbonated Beverages to be distributed in various concessionaire locations and canteens within PUP Sta. Mesa, Manila and its Satellite Campuses.

The selected provider shall be responsible for supplying and delivering quality carbonated and non-carbonated beverages to support the needs of students, faculty members, administrative personnel, and institutional operations.

A. Legal and Business Requirements

1. Valid Business Permit
2. DTI Registration Certificate (for sole proprietorship), or
3. SEC Registration Certificate (for partnership or corporation), or
4. Cooperative Development Authority (CDA) Certificate of Registration (if applicable)
5. BIR Certificate of Registration (Form 2303) and Tax Clearance
6. Location Map of the Business Establishment and Warehouse/Distribution Facility
7. Two (2) valid government-issued IDs of the Business Owner or Authorized Representative

B. Regulatory, Sanitary, and Product Compliance Requirements

1. Valid Sanitary Permit issued by the Local Health Office
2. Food and Drug Administration (FDA) License to Operate (LTO) as Manufacturer, Importer, or Distributor of Food Products (if applicable)
3. FDA Certificate of Product Registration (CPR) for beverage products supplied
4. Product Specifications and Ingredient Information for beverages offered
5. Description of storage, handling, and distribution procedures to ensure product quality and safety
6. Photos of storage facility, warehouse, or distribution vehicles
7. Product samples or product catalogue, if required during evaluation

C. Financial and Capability Requirements

1. Latest Audited Financial Statement (signed by a Certified Public Accountant)
2. Bank Certification attesting financial standing
3. List of major clients (preferably institutional, commercial, or government clients)
4. Notarized Sworn Statement that the provider is not blacklisted or barred from any transaction with the government or any of its agencies, offices, corporations, or Local Government Units (LGUs)

D. Detailed Company Proposal

1. Company Profile
   Background of the company, number of years in operation, organizational structure, and operational capacity relevant to beverage supply and distribution.
2. Supply and Delivery Capability
   Description of supply capacity, distribution system, delivery vehicles, logistics arrangements, and service coverage areas.
3. Product and Service Offering
   Types of carbonated and non-carbonated beverages offered (e.g., soft drinks, juices, iced teas, energy drinks, sports drinks, flavored water), available packaging options (bottles, cans, tetra packs), and proposed delivery schedules.
4. Pricing Proposal
   Detailed product price list, delivery charges (if any), discounts or institutional pricing, and validity period of the quotation.
5. Quality Assurance and Safety Practices
   Description of product quality assurance procedures, storage and handling practices, compliance with FDA and food safety regulations, and product traceability systems.
6. Customer Support and Contact Information
   Designated contact persons, service hotline or support channels, and emergency contact details for operational coordination.
7. Sustainability and Environmental Practices
   Use of eco-friendly packaging, waste reduction initiatives, and participation in recycling or environmental programs.

Terms of Reference for Carbonated and Non-Carbonated Drinks Provider

These Terms of Reference outlines the requirements and responsibilities for the provision of carbo/non-carbonated beverages by the selected provider in various concessionaire locations, canteens in PUP Sta. Mesa, Manila and Campuses.

1. Scope of Services
   1. The Provider shall supply carbonated and non-carbonated drinks in various packaging options as required by PUP.
   2.  The Provider shall ensure timely and regular delivery of products to designated locations.
   3.  If applicable, the Provider shall supply and maintain any beverage-related equipment such as coolers, or dispensers.
   4. The Provider shall adhere to all relevant health and safety standards and conduct regular quality testing to ensure product safety and compliance.
2. Service Requirements
   1.  The beverages provided must meet all applicable health and safety standards and be free from contaminants.
   2.  The drinks should be available in a variety of packaging options, including but not limited to bottles, cans, and tetra packs, to suit different distribution needs
   3.  The Provider shall adhere to the agreed delivery schedule and accommodate emergency delivery requests when necessary.
   4.  If applicable, the Provider shall regularly service and maintain any beverage-related equipment provided to PUP.
3. Quality Assurance
   1. The Provider must have all relevant certifications and comply with national and local health regulations.
   2.  Regular quality testing of beverages must be conducted, with results available to PUP upon request.
   3. The Provider must comply with all applicable environmental and health regulations regarding beverage safety, packaging, and distribution.
4. Pricing and Payment
   1. The pricing shall be as per the agreed quotation, with a detailed breakdown provided.
   2. Payments will be made according to the agreed schedule and terms specified in the contract.
   3. Additional costs must be clearly communicated and approved by the PUP prior to being incurred.
5. Cancellation and Termination
   1. Either party may terminate the agreement with a thirty (30) days’ written notice.
   2. PUP reserves the right to immediately terminate the contract in the event of a serious breach of terms by the Provider.
6. Liability and Indemnity
   1.  The Provider is liable for any harm caused by the beverages supplied due to negligence or failure to comply with health standards.
   2.  The Provider agrees to indemnify and hold the PUP harmless from any claims, damages, or expenses arising from the provision of services.

Submission Guidelines

All Proposals/Letter of Intent, Quotations, and Portfolios must be sealed separately and submitted on or before 05 April 2026 to:
