RATIONALE

This 3-Day National Summit on Polytechnic Education is convened to address these gaps — and to bring both public and private polytechnics fully into the national framework — turning polytechnic education into a catalyst for national innovation and global competitiveness. Key reasons include:

Unify and align across sectors: Translate APUF’s seven pillars into a single Philippine Polytechnic Education Framework, applicable to state-run and private institutions alike, fully mapped to PQF-AQRF.
Harmonize pathways for all: Remove silos between basic, TVET, and higher education; standardize credit transfer and articulation guides so qualifications from any recognized polytechnic — public or private — are portable and valued nationally and regionally.
Expand capability and coverage: Equip leaders from both sectors with tested models; design mandatory faculty industry immersion and WIL systems that meet APUF criteria, and ensure private providers are included in training and resource-sharing.
Boost research and innovation together: Establish a coordinated national research agenda, scale Scopus-quality applied work, and launch joint ASEAN projects drawing on the strengths of both public and private institutions.
Formalize inclusive collaboration: Sign inter-agency and inter-institutional agreements to create a Polytechnic Education Network open to all eligible providers, with a 2027–2030 roadmap and KPIs on employability, accreditation, and mobility.
By bringing together CHED, DepEd, TESDA, legislators, industry, ASEAN polytechnic partners, and both public and private polytechnic leaders, the summit will produce unified policies, guides, and commitments that transform Philippine polytechnics — across all sectors — into regional hubs of talent and technology.

Share global and ASEAN best practices in curriculum, research, and partnerships
Establish formal national collaboration agreements
Develop a roadmap/ Philippine Polytechnic Education Framework for adoption and implementation of aligned national and ASEAN frameworks
