The Polytechnic University of the Philippines (PUP) students and faculty enjoy faster and more transparent public service delivery through university-wide digital transformation aligned to the Ease of Doing Business (EODB) and Anti-Red Tape Act (ARTA) frameworks.
Demonstrating full compliance with RA 11032 EODB, PUP has harmonized its Citizen’s Charter. From its zero backlog policy to pioneering technology-driven platforms like PUP SINTA (Smart Interactive Technical Assistant), eQAR (Electronic Quarterly Accomplishment Reporting), Online Document Request System (ODRS), Courier Service for academic documents, BSO dashboard, Open Journal System, Tele-Counseling, and student Career Portal, the university is setting new standards in administrative efficiency. Notably, the reforms have been jumpstarted since the onset of the pandemic.
Such reforms received accolades from the national government as noted in the 2022 ARTA Report Card Survey 2.0 (RCS) Awards. PUP is a model of good governance in education.
“PUP’s ISO Certification demonstrates our commitment to an internationally recognized quality management system, resulting in improved facilities, streamlined processes, enhanced risk management, and more accessible services for our learners and stakeholders.” Vice President for Student Affairs and Services and Chairperson of the PUP Committee on Anti-Red Tape Prof. Tomas O. Testor said.

In partnership with the Anti-Red Tape Authority, PUP provided ARTEMIS training to over 100 participants from the whole system. Notably, ARTEMIS selected PUP and the University of the Philippines—Diliman as one of its priority agencies.
This month of May, PUP joins the nation in celebrating “The Ease of Doing Business (EODB) Month” under Presidential Proclamation No. 818, s. 2025. As an educational and public service reformer, PUP reaffirms its mission to empower communities through good governance, digital innovation, and responsive public administration.
