The Technology Business Incubation and Development Office (TBIDO) serves as the startup commercialization unit of the Polytechnic University of the Philippines (PUP). It is grounded in key national policies, including R.A. No. 10055 (the Technology Transfer Act of 2009), R.A. No. 11293 (the Philippine Innovation Act), and R.A. No. 11337 (the Innovative Startup Act). These laws emphasize the need for Startup Enablers and Technology Business Incubation Offices to support the creation of spin-off companies and startups.
TBIDO also fosters strategic collaboration between researchers, innovators, and industry partners to accelerate the translation of research outcomes into market-ready products and ventures. By nurturing innovation and entrepreneurship, the office contributes to the growth of the startup ecosystem, regional economic development, and job creation
TBIDO supports PUP’s vision of becoming a leading comprehensive polytechnic university in Southeast Asia and a national leader in innovation. The office is composed of four core sections:
The Startup Development Section assists startups in developing business models, conducting market research, and preparing for funding rounds. It helps potential startups to build the basics of “technopreneurship” by providing guidance on creating pitch decks, financial planning, and investor relations. It provides training programs to enhance entrepreneurial skills, supports regulatory compliance, and offers guidance on market strategies, helping startups refine their value propositions and grow their businesses, ready for Incubation. This section facilitates the Business Formalization Stage of the Startup Maturity.
The Technology Development Section focuses on facilitating research and innovation, providing resources for prototyping and testing, and supporting the transformation of technology from research labs to commercial applications. It collaborates with academic departments to identify commercially viable technologies and offers technical mentorship to prototype assistance, ensuring their innovations are market–ready. This section is the Pre-incubation stage of technology.
The Incubation Management Section designs and implements incubation programs, manages resource allocation, and coordinates mentorship and advisory services for early-stage startups. It monitors and evaluates the progress of incubated startups, organizing networking events and workshops to foster collaboration and knowledge sharing among entrepreneurs and stakeholders.
The Enterprise and Ecosystem Development Section focuses on scaling and growth strategies, facilitating partnerships, and fostering ecosystem building. It supports startups in expanding from regional to national levels, promotes sustainable practices, and helps them create social and environmental impact while extending their market reach through collaboration with Local Government Units.
