Researchers in the Polytechnic University of the Philippines now enjoy greater support and rewards for tangible research and development outputs that significantly contribute to the research standing of the University.
The research incentives include the strengthening of provisions for both internal and external funding, honoraria, salary for research assistants, reduction in teaching load, promotion, conference funding, publication support and incentives, awards, cash and thesis and dissertation grant. Fulltime faculty and administrative employees are eligible to apply for the said R & D support system.
Under the new policy, a researcher may be deloaded with 12 units from the regular teaching load of 15 units, with corresponding night pay, and may be allowed to handle a maximum of 12-unit part-time teaching load. Promotion through publication shall be based on point-system which takes into consideration the quality of the journal where the paper is published.

A researcher whose output receives an award or recognition from national institutions such as the Commission on Higher Education or the National Academy of Science and Technology shall also receive thirty thousand pesos (Php30,000.00) while a winner of an award from prominent international research agencies/organizations will be given fifty thousand pesos (Php50,000.00).
The University shall also institutionalize the Annual Best Research Awards for publications along two clusters: (1) Engineering and Sciences; and (2) Business, Education, Social Sciences, and the Humanities. Winners of each category shall receive plaques of recognition with corresponding monetary prizes of twenty five thousand pesos (Php25,000.00) for the first prize, fifteen thousand pesos (Php15,000.00) for the second prize, and ten thousand pesos (Php10,000.00) for the third prize.
The grant for thesis and dissertation writing has also increased to thirty thousand pesos (Php30,000.00) for the master’s degree, fifty thousand pesos (Php50,000.00) for the doctorate degree, and eighty thousand pesos (Php80,000.00) for postdoctorate degree. Other privileges that researchers may benefit from include operating expenses, books and equipment, membership to the Society of Research Fellows, leave credits, and coownership of intellectual property rights.
The policy is part of the R & D Manual Revision Project being initiated by the Office of the Vice President for Research, Extension, Planning and Development (OVPREPD) which is concurrently led by Executive Vice President Manuel M. Muhi. The Technical Working Group is composed of Open University System (OUS) Director Carmencita L. Castolo, Graduate School (GS) Associate Dean Herminia E. Manimtim, Budget Services Office (BSO) Director Florenita E. Imperial, and Intellectual Property and Commercialization Office (IPCO) Chief Elmer G. De Jose. The team is now finalizing the Implementing Guidelines which shall be presented to the PUP Executive Committee for approval and for subsequent confirmation by the Board of Regents.
