The Polytechnic University of the Philippines (PUP) and the Government Service Insurance System (GSIS) signed the Amended and Consolidated Deed of Conditional Sale and Restructuring Agreement for Condotel Sta. Mesa on August 19, 2024 at the GSIS Head Office, Pasay City.
University President Dr. Manuel M. Muhi, Executive Vice President and concurrent Vice President for Planning and Finance, Alberto C. Guillo, and University Legal Counsel Atty. Joanna Marie Liao represented PUP during the signing ceremony. Meanwhile, President and General Manager Jose Arnulfo “Wick” A. Veloso and Vice President for Real Estate Asset Disposition and Management Atty. Apollo M. Escapes represented GSIS.
Discussed since 2015, the agreement has finally reached a fitting conclusion aimed to optimizing the terms and conditions of the original deed utilizing the GSIS Condotel along Anonas Street. Guided by the Commission on Audit (COA), to ensure integrity and accountable use of government resources, the provisions are designed to serve the best interests of the involved parties.
Mr. Veloso shared that PUP and GSIS are like left and right hands of one body, the Philippine government, saying: “Kaya hinihikayat po na patuloy pa rin tayo magkaroon po na attitude na hanapin kung paano tayo makakatulong, paano natin malulunasan at gawing simple ang mga bagay at nagiging komplikado ay kaya naman palang malutas. I’m serious, let’s find a solution for the best use of Building B of the Condotel because we really need classrooms.”
(“That’s why I encourage everyone to continue having the attitude of finding ways to help, figuring out how to solve problems, and simplifying things that have become complicated but can actually be resolved. I’m serious, let’s find a solution for the best use of Building B of the Condotel because we really need classrooms.”)
Meanwhile, Dr. Muhi pledged “to continue performing our responsibilities with the utmost diligence, transparency and integrity, ensuring our collaborations are marked by mutual respect and shared success.”
With a current enrollment of 83,000 students and an annual budget of P2.9 billion, PUP’s main campus already accommodates 50,000 students. This proposed Condotel restructuring will meet classroom needs and also potential dormitory options for students commuting from the provinces.
