The Polytechnic University of the Philippines (PUP) has received again an unmodified opinion from the Commission on Audit (COA) for its Calendar Year (CY) 2025 financial statements. The recognition was indicated in the Independent Auditor’s Report under the Annual Audit Report issued by the COA National Government Audit Sector – Cluster 5 (Education and Employment) dated May 6, 2026. Records for CY 2023 and 2024 received the same unmodified opinion, affirming the fairness and reliability of the University’s financial reporting over the years.
According to the report, “The Auditor rendered an unmodified opinion on the fairness of the presentation of the financial statements of the PUP for CY 2025.” An unmodified opinion, commonly referred to as a “clean opinion,” signifies that the University’s financial statements were presented fairly, in all material respects, in accordance with applicable accounting and auditing standards. The audit covered the review of the accounts and operations of PUP for the year ended December 31, 2025, and was conducted in accordance with the International Standards of Supreme Audit Institutions (ISSAIs).
The audit was conducted to determine the level of assurance that may be placed on management’s assertions on the financial statements, assess the propriety of transactions, evaluate compliance with applicable laws, rules, and regulations, and review the implementation of prior years’ audit recommendations. The recognition reflects the continued commitment of the University administration, officials, faculty members, and personnel to transparency, accountability, and responsible fiscal management in delivering quality public service and higher education.
The positive audit outcome also supports the University’s contribution to the attainment of the United Nations Sustainable Development Goals (SDGs). Through transparent governance and sound financial stewardship, PUP advances SDG 16 or Peace, Justice and Strong Institutions by strengthening accountability and institutional integrity. The effective management of public resources likewise contributes to SDG 4 or Quality Education by ensuring that financial resources are utilized efficiently to support accessible and inclusive learning opportunities for students. Moreover, the cooperation among government agencies, University stakeholders, and the academic community reflects the spirit of SDG 17 or Partnerships for the Goals in achieving institutional excellence and sustainable development.
As PUP continues its pursuits of attaining national status, the University remains steadfast in upholding excellence, integrity, and accountability while continuously strengthening institutional practices aligned with national development priorities and global sustainability standards.
