The PUP Open University System (PUP-OUS) through the Institute of Continuing Professional Development (ICPD) conducted the Certified Public Procurement Specialist Basic Course on July 22-27, 2019 at the Ninoy Aquino Library Learning Resource Center (NALLRC). The six-day certificate course was offered in collaboration with the Government Procurement Policy Board – Technical Support Office (GPPB-TSO), as part of their mandate to establish a sustainable training program for procuring entities.
Experts in procurement were invited as the resource speakers. These include Atty. Rowena Candice M. Ruiz, Atty. Melissa A. Santiago-Yan, and Atty. Elmira S. Cruz-Caisado from GPPB-TSO; Dir. Mary Angelene DP. Arabit-Tolentino of Department of Tourism; Atty. Zenaida Bautista-Biteng of Department of Transportation; Ms. Ruth F. Romano of Department of Education; Atty. Tommy S. Dimaala of Philippine Ports Authority; and Engr. Gilbert C. Mondroy of Department of Environment and Natural Resources.
After the 56-hour lecture on the sixth day, an examination was given to assess the participants’ learning. Those who successfully passed the examination will be recognized as Certified Public Procurement Specialist.
Participants came from 21 institutions, majority of which are government agencies and state colleges and universities. Agencies include the Bureau of Jail Management and Penology (BJMP), Climate Change Commission (CCC), Council for the Welfare of Children (CWC), Local Government Academy (LGA), Mid-Land Pasig Development Corporation, National Confederation of Cooperatives (NATCCO), National Economic and Development Authority (NEDA), Public Attorney’s Office (PAO), Philippine Children’s Medical Center (PCMC), Philippines Legislative Liaison Office (PLLO), Philippines Nuclear Research Institute (PNRI), Rizal Medical Center, Veterans Memorial Medical Center, and Philippines Crop Insurance Corporation. SUCs include: Mindanao State University Ilagan Institute of Technology (MSU-IIT), Philippine Normal University (PNU), Partido State University, and Philippine Science High School (PSHS) - Eastern Visayas Campus. PUP participants came from the following offices: College of Law, Procurement Office, and Internal Audit Office.
The second wave of trainees will undergo the same training in the next quarter of the year. ICPD intends to offer intermediate and advanced level certification trainings by the first quarter of 2020.
