To protect the safety and welfare of the PUP community and its resident cats, the Polytechnic University of the Philippines (PUP), in partnership with the Philippine Animal Welfare Society (PAWS) through a signed Memorandum of Agreement (MOA), has launched the KabaliCat program. It implements a No Petting, No Feeding Policy to avoid any harmful interaction between humans and cats.
Effective March 26, 2026, the policy prohibits feeding and petting of cats inside the University. Feeding cats human food is discouraged to protect them from health risks. Students, faculty, and staff are also advised to avoid approaching, petting, or carrying cats to prevent injuries and to maintain a safe distance. If any incidents occur, members of the PUP Community are recommended to proceed to the PUP Medical Clinic for treatment and guidance.
Additionally, the University has enacted the Trap-Neuter-Vaccinate-Return (TNVR) initiative to ensure a safe, humane, responsible, and systemic animal care for the approximately 90 cats residing at the PUP Sta. Mesa Campus.
The University encourages individuals interested in supporting the program to coordinate with designated groups for donations or volunteer assistance. The PUP Community may contact these following offices and student organizations:

This collaborative approach highlights the initiative of the University, its offices, and student organizations in building a safe and responsible community. This effort aligns with the United Nations Sustainable Development Goals (SDGs), particularly SDG 10 (Reduced Inequalities) by promoting welfare for the resident cats, SDG 15 (Life on Land) by fostering inclusive spaces that protect both the PUP community and campus animals, and SDG 17 (Partnership for the Goals) by cultivating a synergistic culture to advance the objectives of the Sintang Paaralan.
