The University and the Department of Human Settlements and Urban Development (DHSUD) formalized a partnership via a Memorandum of Understanding (MOU) implementing a proposed infrastructure plan and housing project for Filipinos residing near PUP Taguig and PUP Sta. Mesa Campus under the government’s flagship Pambansang Pabahay Para sa Pilipino Housing Program (4PH). This will benefit the students, faculty, staff, and other members of the PUP community and Informal Settler Families (ISFs).
In the signing ceremony held on December 19, 2024, University President Dr. Manuel M. Muhi, Vice President for Administration Adam V. Ramilo, Assistant of the Vice President for Campuses Roseller M. Malabanan, and University Legal Counsel Atty. Joanna Marie Liao represented PUP. On the other hand, Secretary Jose Rizalino L. Acuzar, Undersecretary Garry V. De Guzman, Assistant Secretary and PUP Sta. Mesa Focal Person Atty. Hanica Rachael Arshia J. Ong, and Assistant Secretary and PUP Taguig Focal Person Engr. Rose V. Henson represented DHSUD.
In the proceedings, PUP and DHSUD have identified and allocated parcels of land around PUP Taguig with an estimated lot area of 5,000 square meters, which will be used to construct a condominium tower to house both members of the PUP community and the ISFs. On the other hand, PUP Sta. Mesa’s housing proposal will be situated at the NDC Compound, along Anonas Street, between the College of Communication (COC) and College of Engineering and Architecture (CEA) buildings.
DHSUD Secretary Acuzar expressed his optimism toward this development and promised the institution’s complete involvement in the project’s completion.

University President Dr. Manuel M. Muhi noted that this proposition will significantly help the beneficiaries, especially PUPians, as it will help alleviate their financial constraints from commuting daily while also providing an affordable home. He then asserted that the DHSUD has the University’s support towards the 4PHs and its goal of having zero ISFs in the Philippines by 2028.

An estimated 93,000 members are in the PUP System, 49,000 of whom are students from PUP Sta. Mesa and 5,000 from PUP Taguig—along with approximately 4,000 faculty and administrative employees, the proposed housing building aims to provide dormitory options for PUP Community members in need of nearby accommodations, as well as provide accessible housing for underprivileged families, adhering to the University’s core values of nationalism and sense of service.
