Dr. Claudio presented and successfully defended his paper entitled “Barangay Development Academy: Bridging Town and Gown in the Country’s Capital” to the members of the panel namely Dr. Isagani Cruz (President of Manila Times College), Ms. Lailanie P. Cortes (Development Academy of the Philippines) and Dr. Evelyn Cruzada (former President, Leyte Normal University). The 33-yearold Claudio said this Re-entry Action Plan (REAP) is a proposed extension program of the College with implication on research, teaching and learning.

According to Development Academy of the Philippines’ Senior Vice President and Dean of the Graduate School of Public and Development Management Dr. Gloria Jumamil- Mercado, this Flagship Course aims to achieve and support academic excellence in SUCs and to provide competency development and capacity building to frontline SUC academic leadership in middle management.
The Flagship course is jointly implemented by the Development Academy of the Philippines (DAP) and Commission on Higher Education (CHED) in partnership with the Philippine Association of State Universities and Colleges (PASUC).
