The Polytechnic University of the Philippines (PUP) reaffirmed its commitment to public service and institutional excellence by successfully delivering a specialized Project Management Course (PMC) for the technical staff of the Bangsamoro Planning and Development Authority (BPDA). The program culminated in the administration of the International Project Management Association (IPMA) Level D Certification Examination on November 20, 2025, at BPDA Conference Hall 2, Bangsamoro Government Center.

The Graduate Diploma in Project Management (GDipPM), designed and implemented by PUP under the leadership of University President Dr. Manuel M. Muhi, Graduate School Dean Dr. Elmer G. De Jose, and Program Chair for the Master of Science in Industrial Engineering (MSIE) and Diploma in Project Management, Dr. Philip P. Ermita, provided 18 BPDA professionals with rigorous training aligned with global project management standards. The program enhanced both individual competencies and institutional capacity, while preparing participants for IPMA certification eligibility. Dr. Christoper F. Sasot, GS faculty member and trainer on Gender Equality, Diversity, and Social Inclusion (GEDSI), also contributed to the curriculum’s inclusive design.
The three-hour IPMA Level D examination assessed participants on core competencies, including stakeholder engagement, risk management, resource planning, and project lifecycle execution—essential skills for effective public infrastructure and development planning. Supported by the Australian Embassy through the Australia Awards and spearheaded by Felipe Sasa, the initiative emphasized the value of continuous professional development. PUP served as the academic and technical lead, overseeing curriculum delivery, competency assessment, and certification preparation.
The senior officials of PUP, Muhi, De Jose, and Ermita, meanwhile shared insights on the long-term importance of project management education in public governance. Deputy Bangsamoro Director General Engr. Amil J. Abubakar emphasized the importance of sustaining the momentum generated by the training, saying, “This program may be concluding, but the real work continues. Let us take what we have learned and turn it into action, commitment, and positive change. As we step back into our roles, may we remain united in our mission and driven by our vision for a more progressive and sustainable BARMM.”
His message highlighted BPDA’s commitment to ensuring that the knowledge gained contributes meaningfully to improved planning, implementation, and service delivery for the Bangsamoro people.
Meanwhile, Engr. Roqaidah K. Ladiasan presented the Re-entry Action Plan (REAP), outlining how participants intended to apply their newly acquired competencies in their respective units. Participant representative Hasna A. Adam followed it with an expression of gratitude on behalf of her peers to the BPDA and its partners for the opportunity.
The event marks a significant milestone in PUP’s expanding portfolio of applied academic partnerships with government agencies—fulfilling its mandate as the People’s University to bridge theory and practice in service of national progress. Through initiatives like the PMC, PUP continues to champion professionalization, evidence-based planning, and sustainable development.
