Invitation to Bid for the Procurement of Reference Books and Instructional Materials for PUP Branches and Campuses

  1. The Polytechnic University of the Philippines, through the Special Trust Fund intends to apply the sum of Three Million, Nine Hundred Ninety-Six Thousand, Seven Hundred Twenty-Seven Pesos and Ninety-Three Centavos (Php 3,996,727.93) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Reference Books and Instructional Materials for PUP Branches and Campuses. Bids received in excess of the ABC shall be automatically rejected at bid opening.
  2. The Polytechnic University of the Philippines now invites bids forProcurement of Reference Books and Instructional Materials for PUP Branches and Campuses –aline item bidding. Delivery of the Goods is requiredwithinSixty (60) calendar days without extension upon receipt of Notice to Proceed (NTP). Bidders should have completed, within the lastthree (3) years (CY 2017 to present) from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).
  3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.
    Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.
  4. Interested bidders may obtain further information from Polytechnic University of the Philippines and inspect the Bidding Documents at the address given below from Monday to Friday from8:00 a.m. to 3:00 p.m.
  5. A complete set of Bidding Documents may be acquired by interested Bidders on June 24, 2020 – July 17, 2020 from the address belowand upon submission of Letter of Intent (LOI) and payment of the applicable feefor the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Four Thousand Five Hundred Pesos (PHP 4,500.00).
    It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) www.PhilGeps.gov.ph and the website of Polytechnic University of the Philippines (PUP) www.pup.edu.ph, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
  6. The Polytechnic University of the Philippines will hold a Pre-Bid Conference on July 2, 2020, 10:00 a.m. at Dr. Pablo T. MateoConference Room, 2nd Floor, South Wing, Main Building, Mabini Campus, Sta. Mesa, Manilawhich shall beopen to all prospective bidders.
    In accordance with GPPB Resolution No. 09-2020, the Pre-Bid Conference will be webcasted via zoom. Prospective bidders may request for meeting ID and password by sending email at bac@pup.edu.ph or sms to 09277247866 on or before July 2, 2020, 9:30 a.m. providing the following information:

    Due to the social distancing rule, only one (1) representative per prospective bidder is allowed. NOTE: OTHER REPRESENTATIVES MAY ATTEND VIA ZOOM.

    Other representative may attend the video conference by sending an email or sms as mentioned above.

    Prospective bidders who wish to record the proceedings are enjoined to seek permission. The official record however, remains to be the minutes of the meeting duly issued by the BAC Secretariat.
  7. Bids must be duly received by the BAC Secretariat at the address below on or before July 17, 2020 not later than 9:30 a.m. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in Instruction to Bidders (ITB) Clause 18.
    Bid opening shall be on July 16, 2020, 10:00 a.m. at Dr. Pablo T. Mateo Conference Room 2ndFloor, South Wing, Main Building, Mabini Campus, Sta. Mesa, Manila. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
    The BAC reserves the right to change venue to comply with social distancing rule, if needed, with proper notification to all bidders that submitted bid documents.
  8. Interested supplier / bidder / contractor may apply for a registration and pre-qualification to be included in the University registry system. Guidelines and Registration forms may be downloaded at PUP and PhilGEPS websites or may be directly obtained from the PUP - Procurement Management Office BAC Secretariat Section. Registration documents must be delivered to the address given below on or before July 7, 2020.
  9. The Polytechnic University of the Philippines reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
