The Polytechnic University of the Philippines (PUP) strengthens its commitment to SDG 4 by extending library access to external researchers from partner institutions such as Jose Rizal University, Arellano University, EARIST, and Calayan Educational Foundation. Through free and flexible learning pathways—including the Institute of Open and Distance Education’s (IODE) FlexTEL model and the Open University System’s lifelong online programs—PUP ensures inclusive, technology-enabled education for learners of all ages and backgrounds. The University also expands free online learning through initiatives such as Continuing Professional Development (CPD) training and certificate courses offered by the Institute of Continuing Professional Development (ICPD), benefiting working professionals and partner agencies like BSP, PhilHealth, and NKUHT. Moreover, PUP promotes global knowledge-sharing through its wide range of open-access journals—including The Mabini Review, SSDR, PUP Journal of Science and Technology, Entrada, and EdRev—indexed in major platforms such as ProQuest, Google Scholar, Crossref, and PhilJOL, ensuring research visibility and free access for scholars worldwide

Lifelong learning and wellness were advanced through programs such as the Inside Out webinar by PUP Lopez and the Free 15-Hour LTO Theoretical Driving Course organized by OVPSAS–ARCDO. PUP also strengthened international partnerships through the ECOViP BootCamp and PATHWAY Project Hackathon under the Erasmus+ Programme, fostering innovation and sustainable entrepreneurship among students. Research excellence was further highlighted in events like the 3rd IMCETEMDS Conference and the Virtual Career and Internship Fair, expanding access to global knowledge-sharing and employability pathways.

Its proposed Student Handbook outlines non-discriminatory access to education, student rights, academic freedom, and equal opportunities for participation in all university activities. Complementing this is the PUP Gender Policy(Executive Order No. 07, s. 2023), which mandates gender equality, gender-responsive programs, and university-wide gender mainstreaming aligned with RA 9710 and CEDAW. Likewise, the Diversity and Inclusion Policy (Executive Order No. 20, s. 2023) ensures equal access regardless of ethnicity, religion, disability, age, or SOGIESC, integrating these principles in teaching, research, recruitment, and extension services.
