The survey highlighted a significant 34% increase in first-year enrollees for SY 2024 compared to the previous year, demonstrating the university’s expanding access initiatives. In the Main Campus, female students accounted for 68.41% of the 16,877 respondents, while male students comprised 30.47%, with around 1% identifying as intersex or choosing not to disclose their sex at birth—a reflection of PUP’s inclusive data practices and gender-sensitive reporting.
Data from the Institutional Planning Office shows that women consistently make up 62%–68% of PUP’s admission applicants, with acceptance rates closely matching application trends across three academic years from 2022-2025.
PUP solidifies its commitment to SDG 5 through the implementation of the PUP Gender Policy and the PUP Diversity and Inclusion Policy, both of which mandate equal access and the elimination of gender-based discrimination. Section 4 of the Gender Policy ensures affirmative action to increase women's participation and mandates conscious efforts toward gender balance in student enrollment and employee representation (page 2). Complementing this, Section 4 of the Diversity and Inclusion Policy promotes a broad and diverse pool of candidates and guarantees recruitment processes that are transparent and free from discrimination (page 3). These policies, supported by the Gender and Development (GAD) Program, reinforce PUP’s institutional dedication to fair, inclusive, and equitable academic and employment opportunities.
PUP continues to champion gender equality by expanding women-centered access schemes through its scholarship, training, and outreach initiatives. Data from the Office of Scholarship and Financial Assistance shows that female students remain the primary beneficiaries across government-funded, private-funded, and PUP-funded scholarships, including exclusive partnerships such as the Zonta Club of Makati and Environs Foundation and the MpowHER: Meralco Scholarship Program for Women Engineers. These programs, along with the university’s extensive lineup of support grants for women scholars during AY 2022–2023, demonstrate sustained institutional investment in female academic advancement. Complementing these scholarships, PUP regularly conducts capacity-building activities such as gender-sensitivity training and women-focused development seminars, implemented through the Gender and Development (GAD) Program. The university also strengthens outreach for women through community-based empowerment initiatives highlighted in its partnership activities with Meralco and various private organizations. Together, these efforts build a comprehensive support ecosystem that uplifts and equips women across academic, professional, and community spheres.
Sintang Paaralan reinforces its commitment to SDG 5 through a robust suite of gender-responsive and anti-discriminatory policies that protect, empower, and uplift all learners. The 2019 PUP Student Handbook guarantees every student’s right to admission and non-discrimination, explicitly safeguarding individuals regardless of physical ability, socioeconomic status, beliefs, sexual orientation, or gender identity, including pregnant students and reformed drug dependents . This foundation is further strengthened by the PUP Diversity and Inclusion Policy (approved August 24, 2023), which aligns with Executive Order No. 100 and national laws such as RA 7277, RA 8371, and RA 9710 to institutionalize inclusive practices and protect marginalized groups. Section 9 of the policy advances respect for SOGIE by mandating correct pronoun usage, gender-neutral dress codes, and campus-wide capacity-building on inclusive behaviors (page 2). Complementing these, the PUP Gender Policy promotes programs in non-mainstream fields and requires education and information campaigns on Gender and Development (GAD), peace, and human rights for administrators, faculty, staff, and students, encouraging women’s participation in underrepresented disciplines.

The university further reinforces inclusivity through its Gender and Development (GAD) Policy, ensuring that women, older employees, and persons with disabilities receive equitable access to professional growth and support systems. These efforts are complemented by collaborative programs under the Institutional Planning Office and Human Resources Management Department, which work together to monitor and strengthen gender-responsive practices across all campuses.

The Polytechnic University of the Philippines strengthens its Diversity and Inclusion Policy through a unified system of family-centered programs and gender-responsive benefits supported by national legislation and strong institutional partnerships. Anchored in RA 11210 (105-Day Expanded Maternity Leave Law), RA 8187 (Paternity Leave Act), and the Revised University Code of 2017, the Gender and Development (GAD) Office, together with the Human Resource Management Department, ensures the fair implementation of maternity and paternity leave policies, resulting in 18 maternity and 9 paternity leave availments in FY 2023–2024 . Complementing these benefits, the Extension Management Office (EMO) and the PUP Day Care Center provided essential childcare services to 65 students and 65 staff members in 2023, demonstrating the University’s commitment to supporting parents in both academic and work environments. Further reinforcing this effort, the GEDSI Office and the Physical Planning and Development Office are collaborating to establish a dedicated childminding facility and lactation room in the new campus building. Together, these integrated policies, programs, and partnerships reflect PUP’s holistic commitment to fostering equity, well-being, and an inclusive campus culture for all.

PUP demonstrates strong progress toward Gender Equality by fostering an academic environment where women are supported from admission to graduation. Data from the Institutional Planning Office shows that 63% of female enrollees from 2019 and 67% from 2020 successfully completed their degrees—amounting to 4,614 and 5,583 female graduates, respectively—highlighting the university’s effective gender-inclusive measures.
The University advances policies that safeguard its community from discrimination and gender-based violence. Through the leadership of the Gender and Development (GAD) Office, the University updated its Code of Decorum and Investigation (CODI) Manual—first published in 2021 and revised in 2023—to address evolving forms of gender-based violence and ensure confidentiality and protection for complainants. The CODI, composed of representatives from the faculty, administrative staff, student body, and the Gender Equity, Diversity, and Social Inclusion (GEDSI) Office, ensures impartial handling of cases and may issue temporary restraining orders to protect victims during investigations.
