Under its Equal Employment Opportunity Policy (EEOP), the University also ensures that outsourced workers are afforded equivalent rights as those directly employed. This policy emphasizes fair treatment, equitable compensation, and adherence to labor standards for third-party employees engaged in university-related activities. By extending its commitment to ethical labor practices to outsourced personnel, PUP promotes a culture of fairness and inclusivity across all its operations, reinforcing its dedication to upholding workers' rights and welfare.
With the provisions outlined in its Equal Employment Opportunity Policy (EEOP), the Pamantasan demonstrates a commitment to pay scale equity through and the grievance procedures established in the Collective Negotiation Agreements (CNA) with recognized unions such as UGPUP and UNAKA-PUP. These policies ensure transparency in salary structures and address concerns related to gender pay gaps and other inequities.
The grievance procedures under the CNAs provide a formal mechanism for employees to report and resolve pay-related issues, including those arising from gender-based discrepancies. By committing to fair compensation practices and mechanisms for addressing grievances, PUP fosters an equitable workplace and actively works towards eliminating gender pay gaps.
Employee rights and pay are also well-established in its Equal Employment Opportunity Policy (EEOP) and adhered to the Salary Standardization Law (SSL). These frameworks ensure that employees have access to grievance mechanisms for resolving disputes related to compensation, workplace rights, and other employment concerns. Formal grievance procedures allow employees to raise issues and seek fair resolutions, ensuring transparency and equitable treatment. The University also adheres to the guidelines set by the Civil Service Commission (CSC), particularly the 2017 Omnibus Rules on Appointments, CSC Memorandum Circular No. 14, s. 2018, and CSC Memorandum Circular No. 19, s. 2005, to provide employees with a formal process to appeal issues related to employee rights and pay. These policies establish clear procedures for filing grievances and appealing decisions related to appointments, promotions, salaries, and other employment-related matters. Employees can seek redress through proper channels, ensuring that disputes are resolved fairly and in compliance with civil service laws. By implementing these processes, PUP ensures the protection and equitable treatment of its employees.
The Sintang Paaralan formally recognizes and support for employee unions such as the UGPUP (Union ng mga Guro sa Politeknikong Unibersidad ng Pilipinas) and UNAKA-PUP (Unyon ng Nagkakaisang Kawani ng PUP).
These unions represent the interests of both academic and non-academic personnel, advocating for equitable working conditions, fair compensation, and professional development opportunities.
Through collective bargaining agreements and institutional policies, PUP upholds fundamental labor rights—including freedom of association and the right to collective bargaining—for all employees, regardless of gender or nationality. This commitment reflects the University’s broader dedication to inclusive, respectful, and rights-based workplace practices in alignment with national labor laws and international labor standards
Following essential negotiations, PUP and the Unyon ng Nagkakaisang Kawani (UNAKA-PUP), the official union representing the University’s administrative employees, successfully signed a new Collective Negotiation Agreement (CNA) on August 16, 2024.
Key provisions under the new CNA include:
Article XIV (Union Representation, Rights, and Privileges), Section 19.1(c): If an employee is sued by a third party in a criminal case arising from the performance of their official duties—provided there is no conflict of interest with the government or any of its instrumentalities—the University shall provide full legal assistance and/or counsel.
Introduction of Article IX (Occupational Safety and Health): This new article ensures safe working conditions for all employees and mandates health assistance during pandemics and catastrophic events.
Article XI (Fringe Benefits), Section 1(e.1): The CNA now includes study benefits for qualified union members.

Through the Executive Order No. 20, s. 2023, otherwise known as the No Discrimination Policy, PUP ensures that non-discrimination principles are incorporated across its core mandates of teaching, research, and extension through a comprehensive policy that actively promotes diversity, equity, and inclusion.
The university is committed to inclusive recruitment and encourages applications from persons with disabilities, senior citizens, Indigenous Peoples, and individuals of diverse sexual orientations, gender identities, and expressions (SOGIE).
