No. 03, Series of 2020

To: ALL OFFICIALS, FACULTY MEMBERS AND ADMINISTRATIVE EMPLOYEES

Subject: Guidelines for the Management of the Corona Virus Disease 2019 (COVID-19) Situation in the University

Date: March 13, 2020

In compliance with the Proclamation Order No. 922 of President Rodrigo R. Duterte dated March 8, 2019 declaring a state of public health emergency throughout the Philippines, Memorandum Order issued by Executive Secretary Salvador C. Medialdea and Joint Resolution Nos. 11 and 12, s. 2020 of the Inter-Agency Task Force for the Management of Emerging Infectious Disease for the management of the COVID-19 situation, the PUP Executive Committee in its Special Meeting today has approved the following guidelines to be in effect during the period of community quarantine:

PUP campuses in NCR and other branches/campuses under community quarantine, including the Laboratory High School and Senior High School will shift to online classes beginning March 16, 2020.
Faculty members shall be required to submit proof of online activities together with their Daily Time Record. Academic heads shall ensure compliance of all faculty members through strict monitoring. All faculty members are directed to remind their students to stay at home and study.
All academic units shall observe the approved academic calendar for Second Semester 2019-2020, pertinent dates are as follows:
March 28 - Second Semester ends
March 28 - Last day of finalization of grades of Graduating Students for the Second Semester, A.Y. 2019-2020 (Year-End Graduation 2020)
April 13 - Last day for Graduating Students to clear their academic and non-academic deficiencies (Year-End Graduation, A.Y. 2019-2020)
April 14 - University Academic Council Meeting
April 14 - Auto finalization of grades in the PUPSIS (Second Semester, A.Y. 2019-2020)
April 20 - Submission of Second Semester, A.Y. 2019-2020 grade sheets to the Dean/Director
April 27 - Submission of Second Semester, A.Y. 2019-2020 grade sheets to the Office of the University Registrar
Academic unit heads should advise their students to regularly check their Student Information System (SIS) for academic-related announcements and to utilize the online facilities of the University for their transactions. The Office of the University Registrar and the Cashier will still be open for all manual transactions.
All PUP College Entrance Test (PUPCET) and comprehensive examinations of the Graduate School and the Open University are suspended until further notice.
The University shall adopt a new approach in the conduct of the Academic Council meeting to comply with the prohibition on mass gatherings and the requirement of social distancing. Separate guidelines shall be released for this purpose.
To ensure delivery of services during the period of general and enhanced community quarantine, all sector heads shall set-up a skeletal workforce on all offices. The skeletal force shall be supervised by the members of the Executive Committee, Assistant to the Vice Presidents, Directors, Chiefs, Deans, and Academic chairs to ensure that day-to-day operations of the University including online classes/tasks are not hampered.
The working hours during the period of community quarantine shall be from 7:00 in the morning to 7:00 in the evening.
Each office shall submit a schedule of skeletal workforce covering the period March 16- April 8, 2020. In the schedule of skeletal work force, the unit head shall observe the following:
1. Employees who are at high risk of being infected (i.e. those sixty (60) years old and above, and those with underlying medical conditions such as cardiovascular disease, diabetes, chronic respiratory disease, and cancer, and pregnant women) shall be exempted in the rotation and shall be required to work from home.
2. Employees shall report to work on a rotation basis and each must render at least 9 days of service during the period.
3. The salary for all employees (regular and casual) shall not be affected even if an employee will not come to work as he/she is not part of the skeletal workforce.
4. Night pay shall be paid based on actual service rendered.
5. Job- Order workers and those under Contract of Service shall be paid based on actual service rendered.
6. Employees who are supposedly part of the skeletal workforce but cannot report to work shall file application for leave of absence or Compensatory Time-Off (CTO).
Medical Services and the Safety and Security Office are directed to continue full operation.
Essential work-related meetings may continue provided that strict social distancing, defined as the strict maintenance of a distance of at least one (1) meter radius between and among those attending, is maintained during the entire event.
There shall be no Saturday Service beginning March 14, 2020 to April 11, 2020 in all Metro Manila campuses and in other branches/campuses under community quarantine.
In line with CSC Memorandum Circular No. 5, series of 2020 officials and employees whether permanent, temporary, casual, contractual or fixed term who feel sick with COVID-19-like symptoms or have been exposed to persons infected with the virus are directed to immediately inform their supervisor; voluntarily seek immediate medical attention and/or go on self-quarantine, upon the advice and certification of a licensed physician. The absences relative to the prescribed 14-day self-quarantine of government officials and employees with history of travel to COVID-19 restricted countries will not be deducted from the earned leave credits. However, after the self-quarantine period has elapsed or the official/employee is diagnosed with COVID-19 during the 14-day period, the absences shall be charged from their sick leave credits. Officials and employees who have to take care of family members positive with COVID-19, absence from work shall be charged against their sick leave credits.
To avoid inconvenience to employees living outside Metro Manila and in areas under community quarantine during checkpoint, a Special Order will be issued to members of the skeletal workforce. To facilitate the issuance of Special Order, each sector shall submit their schedule to the HRMD not later than 12:00 noon, March 16, 2020.
