The Bachelor of Science in Railway Engineering and Management is a program designed to students to help them acquire the basic concepts of Railway Engineering and Management. The program is tailored to equip the students to proper skills and training in preparation to actual practice in the field of railway engineering and management, planning and design. Aside from the theoretical aspects of the railway engineering and management and field of specialization, the program integrated the actual exposure of the students to the actual engineering environment to develop expertise and gain experience.
The program covers the basic railway engineering and management core subjects. This program can help the student acquire the specialized skills and training that the country needs to take role in the fast changing environment of engineering. The skills and knowledge gain by the students can positively help to solve the pressing railway engineering and management problems in the country and to assists in the planning and management of infrastructure development and in the operation of railway services in harmony with the environment.
Three to five years after graduation, the Bachelor of Science in Railway Engineering Management alumni shall:
PEO 1: Demonstrating Engineering Profession. Employed and/or practiced in the field of Railway Engineering Management but not limited to Railway Operations and Railway Planning, or other related fields.
PEO 2: Social and Ethical Responsibility. Committed members of professional and other allied organizations engaging in community development and nation-building.
PEO 3: Lifelong Learning. Involved in continuous training and development in current trends and advancements in their fields of specialization.
Bachelor of Science in Railway Engineering and Management students who intend to continue the third year course of study are required to successfully complete the first and second year requirements including National Service Training Program (NSTP).
The students must finish the requirements of Bachelor of Science in Railway Engineering and Management program within 6.5 years, a period equivalent to one-and-a-half times the normal length of the prescribed residence for the Engineering design course. Otherwise, he/she shall not be admitted in to the College.
In case a student is officially given permission for leave of absence, the leave shall not be included in the computation of tenure.

In May 11, 2006, a meeting was called upon by Dr. Dante G. Guevarra, the OIC-President of Polytechnic University of the Philippines, together with the Usec Guiling Mamondiong of Department of Transportation and Communications, Dr. Samuel M. Salvador, Vice President for Academic Affairs and Engr. Manuel M. Muhi, Dean of College of Engineering to formally launch the establishment of the College of Railway Engineering and Management (CREM) as part of the Memorandum of Understanding between the DOTC and the Austrian Federal Ministry for Transport, Innovation and Technology (BMVIT) to intensify the scientific, academic and cultural relations between Philippines and Austria in the area of railway development. The MOA was signed by the DOTC representative, UsecGuilingMamondiong and State Secretary Federal Ministry for Transport, Innovation and Technology of Republic of Austria, Mag. Eduard Mainoni and signed in the presence of the Speaker Jose De Venecia Jr., Cong. Augusto Baculio, Cong. MonicoPuentevella, Cong. Janette Garin, Cong. Rolex Suplico, Cong. Ferjenel Biron and Philippine Ambassador to Austria Hon. Victor Garcia III.
Dr. Dante G. Guevarra requested Dr. Salvador to form a committee that will prepare for the creation of the College of Railway Engineering and Management. Under the Office Memorandum Committee (Memo No. 16, Series 2006) issued by Dr. Samuel M. Salvador, a committee on the establishment of College of Railway Engineering and Management was formed, to wit:
