The Polytechnic University of the Philippines, alongside government agency Anti-Red Tape Authority (ARTA) held both an online and on-site training session on February 7, 10, and 11 to introduce the Anti-Red Tape Electronic Management Information System (ARTEMIS)—an online platform and communication tool intended to promote accountability and liability in the office towards describing government services and upholding the public service standards.
Fostering a Culture of Transparency and Efficiency Prof. Tomas O. Testor, Vice President for Student Affairs and Services and Chair of the PUP Committee on Anti-Red Tape (PUP-CART), emphasized the significance of the ARTEMIS system in improving PUP’s engagement with its stakeholders. Encouraging participants to approach the workshop with an open mind, he stated:
“Today we embark on a journey to streamline processes and enhance efficiency through technology. As we delve into the capabilities of ARTEMIS, remember that our goal is not only about to master new tools but also about fostering a culture of transparency and ease in public service.”
University President Dr. Manuel M. In-Depth Training on ARTEMIS Implementation The workshop began with an online orientation led by Angelou H. Padilla, Project Development Officer of ARTA’s Compliance Monitoring and Evaluation Office - C (CMEO-C). The session covered the fundamentals of the Citizen’s Charter and the importance of clear, effective documentation of government services. Padilla also explained the categorization of services (Simple, Complex, and Technical) and their corresponding prescribed processing times under Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
During the on-site workshop, Carmela Delos Santos, ARTEMIS Program Officer, provided a detailed overview of the ARTEMIS platform. She outlined its core functionalities, such as service encoding, submission, updating, and delisting, and explained the roles of encoders and verifiers in ensuring accurate and standardized data input.
Josua T. Bruno, another ARTA Program Development Officer, conducted a hands-on session on encoding essential service information, such as service categories, descriptions, processing times, and client requirements. This was followed by a lecture from Senior IT Specialist Rhomnel P. Saguinsin on effectively categorizing and encoding requirements, including standard, substitute, situational, and non-documentary items.
On the final day, Project Development Officer Jan Gil P. Laude focused on the Client Steps and Agency Actions section, demonstrating how to input location details, instructions, applicable fees, and processing responsibilities. He also walked participants through the submission and verification process, which includes reviews by lead encoders and verifiers, as well as final approval by agency heads.
Commitment to Public Service Excellence Assistant Vice President for Administration and Vice Chair of PUP-CART Prof. Rosita Canlas closed the program ad conveyed her gratitude to ARTA and the participating offices and reiterated that cutting red tape and making services more efficient, transparent, and citizen-friendly remains one of PUP’s main goals.
