The Manila City Jail and the Polytechnic University of the Philippines (PUP) met today, May 28, to discuss potential areas for lifelong learning and rehabilitative education for persons deprived of liberty (PDL).
With the largest population of PDLs and being the oldest penitentiary in the country, Manila City Jail intends to spearhead innovations in learning to secure social justice and better forms of societal integration for their constituents.
President Manuel Muhi shared that the PUP Open University System (OUS) will serve as the main hub for learning, “a place for second chances,” for many Filipinos keen on finding their footing through the power of education.
The roundtable discussions explored potential programs or courses suitable for PDLs within the jail facility, modes of offering these educational programs, and areas for further collaborative work.
Manila City Jail delegation was represented by JSupt. Lino Soriano, JSupt. David Jambales, and SJOI Linda Lomino. Aside from Dr. Muhi, OUS Executive Director Guillermo Bernabe, Chiefs from the Extension Management Office (EMO), Alumni Relations and Career Development Office (ARCDO) and the Communication Management Office (CMO) completed the PUP side.
PUP’s core values are deeply rooted in public service, imbued with a strong inherent desire to serve others. It fosters an academic community that openly embraces individuals regardless of their background, where they feel valued, respected, and have equal opportunities. As such, this initiative is well within the strategic goals and mandate of the university to provide opportunities for lifelong learning anchored on social justice and fair access to education.
