Attachment: Disposal of Unserviceable Properties of the University

1. The Polytechnic University of the Philippines, in Sta. Mesa, Manila, intends to implement its project, Property  as one lot to the public on “AS IS WHERE IS” basis with the value of THREE HUNDRED FIFTY THOUSAND and TWENTY THREE PESOS Only (PHP350,023.00) “Public Auction of Non-Serviceable Property” at Mabini Campus, Sta. Mesa, Manila  to be facilitated by the University Property Disposal Committee:
   All bids amount received less than the above-stated appraised value shall be automatically rejected at bid opening.
2. The POLYTECHNIC UNIVERSITY OF THE PHILIPPINES now invites bids for the above cited project.  Bidding is restricted to Filipino Citizen/sole proprietorships, partnerships or organizations with at least sixty percent (60%) interest or outstanding capital sale belonging to citizens of the Philippines and to persons/entities forming themselves into a Joint Venture, i.e., a group of two (2) or more persons/entities that intend to be jointly and severally responsible or liable for a particular contract; Provided, however, that Filipino ownership or interest of the joint venture concerned shall be at least 60%.
3. Sealed bid shall be required of each bidder for the lot.  The sealed envelope containing the tender/offer must indicate the following information:
   Project Name: Disposal of Non-Serviceable Property
   Company Name: __________________________
4. A Bid bond in the form of cash or Manager’s check or cashier’s check issued by a Universal or Commercial Bank, equivalent to ten percent (10%) of the tender shall be required from each bidder, which security shall be retained to serve as performance security of the winning bidder and the other security shall be returned to non-winning bidders. Said bidder’s security should be contained in the bidder’s sealed bid. Failure to submit the bidder’s security as prescribed will mean disqualification of the concerned bidder.
5. The bidder with the highest offer shall be declared the winning bidder.  In case of a tie, in the offers of two (2) or more bidders for the whole lot, award shall be determined through the tossing of a coin (in case tie of two (2) bidders) or rolling of a dice (in case of tie of more than two (2) bidders).
6. Notice of Award shall be issued to the winning bidder and full payment of the winning bid must be made in cash within the day after the issuance of said Notice of Award.
7. Upon full payment of the bid amount, the awardee shall remove the items at his own expense within Seven (7) days upon receipt of the Notice of Award.  Failure on the part of the awardee, a liquidated damage equivalent to one percent (1%) of his bid per day of delay shall be charged against him.
8. The President reserves the right to reject any or all bids, to waive any minor informalities therein and to accept all offers that may be considered advantageous to the government.
9. Interested parties may visit the above Non-Serviceable Property at the P.U.P. Bodega, Mabini Campus, Anonas Street, Sta. Mesa, Manila.
10. All sealed bids must be submitted on September 20, 2017 on or before 09:30 AM at Mateo Conference Room PUP Mabini Campus Manila.  Bids submitted after 9:30 a.m. shall be considered late and will not be accepted.  Accepted bids will be opened at 10:00 a.m. by the University Property Disposal Committee in the presence of bidders or their authorized representatives, the C.O.A. and the Internal Audit Office representatives.
