The Faculty of Graduate Studies was established in 1970 under the administration of the venerable President Dr. Nemesio E. Prudente by virtue of RA 6089 authorizing the Philippine College of Commerce (PCC) to expand its course offerings. Dr. Hernani P. Esteban, then Vice President for Academic Affairs, was its first dean. Its primary purpose was to provide opportunities for advanced studies in the fields of business and business education.
When Martial Law was declared on 21 September 1972, PCC including the Facuty of Graduate Studies was temporarily closed. When PCC reopened in November 1972, Dr. Narciso Albarracin was designated Officer-in-Charge with Dr. Pablo T. Mateo Jr. as performance officer.
On 17 December 1973, Prof. Isabelo T. Crisostomo took over as Officer-in-Charge until his appointment as President on 17 July 1974. Dr. Hernani P. Esteban, Dean of the Faculty of Graduate Studies, transferred to Pamantasan ng Lungsod ng Maynila. Dr. Flora G. Gonzales became the Vice President for Academic Affairs and also took over the deanship and remained as such until her retirement in 1986. During the incumbency of Dean Gonzales, the Faculty of Graduate Studies, with a mandate from the New Society to reorient curricular programs to new values and new societal needs with Dr. Pablo T. Mateo as University President.
The PCC in 1975 added two curricula during the Presidency of Dr. Isabelo T. Crisostomo to positively respond to the challenges of the times: (1) Teacher Certificate for Business and Distributive Arts, a non-degree program and (2) Master of Public Administration (MPA) to prepare graduate students for creative and innovative leadership in an increasingly complex and dynamic public sector by widening their knowledge, improving their managerial skills and challenging their imagination.
On April 1, 1978, by virtue of Presidential Decree No. 1341 signed by President Ferdinand E. Marcos, PCC was elevated to university status and was named Polytechnic University of the Philippines (PUP) enabling the institution to broaden its curricular offerings and meet its stated objectives. The Graduate School set its aims to improve students’ competence as scholars, researchers, teachers administrators, and professionals by enhancing leadership qualities, decision-making ability, independent thought, and professional attitude. It was also in the same year of the birth of PUP that acting President Mateo became full-pledged University President.
This academic year was especially significant for the Graduate School because of the opening of two doctorate programs that were designed to develop hgh-quality leadership and expertise: (1) Doctor in Business Administration and (2) Doctor of Public Administration.
In 1979, Master of Public Administration (MPA) program produced its first batch of graduates namely, Ladislao P. Avila Sr. and Norma F. Maog. They were among the 11 original students who first enrolled in the program in 1975.
In 1979-1980, Master in Applied Statistics was offered in consortium with the National Census and Statistics Office. This is an off-campus program that continues up to the present. Two degree programs were, likewise, approved: (1) Master of Public Administration for government leaders who distinguished themselves in public service and (2) Master in Public and Business Administration.
In 1984, Doctor of Public Administration (DPA) program produced its first batch of graduates in the persons of: Ladislao P. Avila Sr., Benigna A. Montalvo-Silvino, and Celestina R. Gonzales.
After four decades, the MPA program has expanded to offer classes for San Juan City Hall scholars in PUP San Juan Campus by virtue of a Memorandum of Agreement (MOA) signed between PUP President Dr. Emanuel C. De Guzman and San Juan City Government Mayor Guia Gomez early 2016. In addition, two national government agencies, the National Food Authority (NFA) and Professional Regulatory Commission (PRC) also enrolled in the program. Classes are held in their respective offices where these resulted to an unprecedented increase in enrollment during that year to 158, making the MPA the third largest and considered as a big program in the PUP Graduate School, next only to Master in Educational Management and Master in Business Administration respectively.
In an effort to ensure its relevance and responsiveness, the MPA and DPA programs embraced quality assurance through the assistance of the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP) and were awarded:
