Five (5) representatives from the Extension Management Office (EMO) successfully completed the four-month Development of Public Sector Productivity Specialists Foundation Course (DPDPSF), organized by the Development Academy of the Philippines (DAP). The culmination of the course took place on July 31, 2024, at DAP Headquarters in Pasig City. EMO representatives include Dr. Edcon Baccay (Chief), Dr. Edna Bernabe, Dr. Dorren Arenque, Dr. Mercy Manalo, and Assistant Professor John Amiel Rivera.
This specialized training, which ran from April to July 2024, was attended by representatives from various government agencies including the Department of Science and Technology (DOST), Department of Public Works and Highways (DPWH), Department of Justice (DOJ), National Commission on Indigenous Peoples (NCIP), Department of Energy (DOE), and National Economic and Development Authority (NEDA). Participants were required to present the initial results of projects they developed during the course, encapsulated in 3-5 minute audio-visual presentations.
During the culminating activity, the Spotlight Sessions allowed participants to reflect on their journey throughout the course, sharing the challenges they faced, initial successes, and future aspirations for their projects. Among the challenges highlighted were securing funding, ensuring stakeholder cooperation, coordinating with various units, aligning systems and processes, and managing resource availability and project timelines.
Despite these obstacles, the participants collectively expressed their determination to see their projects through to completion, embodying the perseverance, determination, hard work, patience, and commitment emphasized throughout the training. The mantra “Never give up” became synonymous with their pursuit of excellence in public sector productivity.
A notable moment of the event was the Vote of Thanks delivered by chosen representatives from PUP and the NCIP. Dr. Edna Bernabe represented PUP, where she expressed heartfelt gratitude to the DAP for facilitating the course, which empowered participants to develop productivity measures aimed at improving systems and processes within their respective agencies.
Dr. Bernabe also presented PUP’s proposed project, titled “E-SALIN (Extension Strategic Access Linking the Information Network): Digitalization of the EMO Records Management System.” The project, which aims to modernize the EMO’s record-keeping through digitalization, was initially presented to DAP consultants and PUP’s leadership in April. President Muhi expressed enthusiasm for the initiative, while VP Gapasin assured full administrative support. Dr. Bernabe concluded her speech with appreciation to DAP officials, her fellow participants, and her teammates, expressing optimism that the project will be completed by the end of 2024 and implemented in early 2025.
The DAP, as the focal organization of the Asian Productivity Organization’s (APO) Center of Excellence on Public Sector Productivity (COE-PSP), continues to spearhead productivity improvement courses and specialized training designed to enhance organizational productivity within the public sector.
