On February 26, the Polytechnic University of the Philippines (PUP) received its inaugural PRIME-HR Maturity Level 2 Award from the Civil Service Commission (CSC). The award recognized the University’s maturity level in Performance Management, having found its processes attuned to the agency’s requirements while its programs are administered according to documented processes.
In his flag ceremony speech on Monday, March 4, PUP President Dr. Manuel M. Muhi announced the achievement.
“Bukod sa procurement, mayroon din tayong nakamit na award sa larangan ng human resources. Ang PUP po ginawaran ng Civil Service Commission ng Level II Maturity on Performance Management sa Program to Institutionalize Meritocracy and Excellence in Human Resource Management o PRIME-HRM. Sisikapin po nating lahat ng apat na HR systems ay makakuha tayo ng recognition, bahagi pa rin ng ating commitment sa effective public service. Congratulations po sa ating Human Resource Management Office sa pangunguna dito!” he stated.

The University surpassed the initial assessment from the Commission in December 2023. A level 2 recognition translates to an “Accredited” agency status granting the University the authority to take final actions on appointment which will significantly reduce the processing time for approval of faculty members’ and administrative employees’ appointments.
PRIME-HR translates to Program to Institutionalize Meritocracy and Excellence in Human Resource Management. It is a mechanism implemented by CSC which aims to empower government agencies by developing their Human Resource Management competencies, systems, and practices toward Human Resource (HR) excellence.
In 2022, the University initiated the application for PRIME-HRM Certification, subjecting the HR systems to the evaluation of the Civil Service Commission through its four lenses: Recruitment, Selection, and Placement (RSP); Learning and Development (L&D); Performance Management (PM); and Rewards and Recognition (R&R).
