The Country’s first Open University
The Polytechnic University of the Philippines Open University System (PUP OUS) is the open, distance and eLearning (ODeL) arm of PUP, a premier state university in the country. Established in 1990 through the vision of democratizing access to higher education, the PUP Open University System was institutionalized to reach learners beyond the walls of the traditional classroom, particularly working professionals, underserved sectors, and Filipinos here and abroad.
Initially launched as the Pamantasang Bayan, the system responded to the growing demand for flexible, accessible, and affordable education. Over the years, it has evolved into a dynamic academic institution recognized for its innovative use of blended and distance learning modalities, expanding access to quality higher education across the country and overseas.
As the pioneering open university in the country, PUP OUS has played a crucial role in shaping the national discourse and policies on flexible education that also reaches thousands of students across the Philippines and abroad, particularly Overseas Filipino Workers (OFWs), through its robust Learning Management System and strategic deployment of digital tools, mobile learning units, and partnerships with global and local institutions.
PUP OUS offers a wide range of undergraduate and graduate programs through different modalities – open distance and elearning mode of delivery of the Institute of Open and Distance Education (IODE); and through equivalency and accreditation of the Institute of Non Traditional Study Program and ETEEAP (INE). It also offers non-degree programs through the Institute of Continuing Professional Development (ICPD) that are tailored to meet the needs of adult learners and professionals. Programs are all complying with the requirements of the Commission on Higher Education such as the following in addition to the Higher Education Act of 1994 (RA 7722):

Under Presidential Decree No. 1341, PUP is mandated to expand its program offerings in polytechnic areas and establish branches, consortia, and linkages. PUPOUS is a realization of this mandate, functioning as a vital arm of the University in broadening its reach through open and distance education. Through offering degree and non-degree programs nationwide and abroad, and establishing linkages with local and global partners, PUP OUS upholds its duty to democratize access to quality higher education.
The mission underscores PUP’s commitment to inclusivity and relevance in preparing students for meaningful contributions to nation-building. PUP OUS fulfills this mission by creating an inclusive learning environment where education is accessible regardless of location or socioeconomic status.
