In July 2024, PUP OUS signed a formal Memorandum of Agreement with BJMP-Manila City Jail, setting the stage for tertiary programs inside the Male Dormitory. The initiative officially commenced on September 18, 2024, marking a historic moment when 72 Persons Deprived of Liberty (PDLs) attended face-to-face classes in the dormitory itself.
Continuing its expansion, PUP OUS initiated the first-ever on-site classes for female PDLs at the Female Dormitory in late 2024. Although specific dates and majors aren’t detailed publicly, the move aligns closely with the male dorm initiatives.
The structure is blended learning. Synchronous sessions are conducted live from PUP and streamed into a classroom inside the jail. Meanwhile, during on-site activities, course specialists visit in-person regularly for discussions and assignments. BJMP supports by providing a ventilated, tech-equipped classroom in the dormitory.
The first face-to-face session filled the space with enthusiasm and determination; PUP noted the PDLs’ active engagement. Commission on Human Rights praised this as a step toward inclusive education and rehabilitation, noting free bachelor's programs and respect for the educational rights of PDLs.
This initiative embodies the belief in education as a tool for rehabilitation and social reintegration. PUP aims to transform inmates' lives, equipping them with valuable skills for post-release opportunities and societal contribution.
The Commission on Human Rights reiterated that this program supports constitutional obligations, the right to quality education for all, including the incarcerated, and could serve as a model for other schools and correctional facilities
