University Library Clients

The following individuals may use the library services:

Control policies

1. The PUP ID is required and should be displayed while on university premises.
2. Dress appropriately. Attire must meet decency standards.
3. Students and faculty members in need of items not found in the University Library will be directed to other libraries. A referral letter will be supplied upon request from the Office of the University Library Director.
4. Non-library-related questions, issues outside of the library domain, commercial inquiries, answers to contests, puzzles, or games, too-specific homework questions, and inaccurate contact information will not be addressed in the Chat with a Librarian.  
5. All users must silence or turn off their cell phones while in the library.  Cell phone conversations are prohibited in the library.
6. The use of laptop computers is allowed though the library provides a limited number of computers available for public use and research at the PUP-CLFI e-Learning Center.
7. Except for College of Law and Graduate School students, plugging in electronic gadgets is strictly prohibited.
8. The library is not responsible for any lost, stolen, or damaged personal belongings left unattended in the library. Any personal items left in the library after closing hours (such as laptops, electronic devices, and books) will be taken to the lost and found.
9. Mutilation and defacing of a book or other library materials, as well as vandalism and damage to library property, will result in suspension or expulsion.
10. Loud conversations and laughter, smoking, playing games, littering, and displays of public affection are absolutely forbidden within the library grounds.
11. Any behavior that disrupts or interferes with the operation of the library, or anyone's capacity to study or use the library's facilities is not tolerated.
12. Anyone who causes a disturbance, poses a safety risk, or refuses to follow library policies may be asked to leave by the staff. Anyone who fails or refuses to comply with a library staff's requests will have their library credentials withdrawn and reported to university security and college management.

Checking Out Materials

1. Reference materials, serials, special collections (such as thesis, dissertation, and nonprint resources are exclusively for room use.
2. A library account is necessary when borrowing resources.
3. When borrowing library materials, students must present a valid certificate of registration, while faculty members and administrative employees must present a PUP ID.
4. Graduate School and College of Law resources may be borrowed for two (2) days, depending upon the availability of copies.
5. Fiction books may be borrowed for one week. The books may be renewed for an additional week.
6. Scanning of library materials is limited to 10% of the requested material, and dissemination is discouraged in accordance with copyright laws. Only the first chapter of a thesis or dissertation may be scanned.
7. University authorities, faculty members, and academic and administrative personnel are limited to a one-week lending duration, depending on the availability of copies.
8. All library materials borrowed in the name of a certain borrower are the registered borrower's responsibility. At the end of each semester or summer session, the borrower must clear himself/herself of any accountabilities.

Fines and Penalties

1. Fines shall be imposed for library resources that are not returned on the due date.  Overdue resources are subject to a fee of one hundred (php100.00) pesos each day, except on Sundays, holidays, and fortuitous circumstances.
2. Prolonged overdue or persistent failure to return library resources on the due date will result in the suspension of library privileges, and the delinquent borrower may face disciplinary action.
3. In the event of a loss, the borrower shall be asked to replace the resources with those of the same kind and will be charged the price of the resources as determined by the library based on the current market price or will be asked to replace the resources with those whose subject matter is similar of the lost ones.
4. Borrowers should report lost library resources immediately. Lost library resources must be replaced or paid for within two weeks of the due date; otherwise, the standard fee will be applied to the replacement cost.
5. Failure to replace or pay for such resources within the time frame specified may result in the borrower's borrowing privileges being suspended.

Library Clearance

The following are required to obtain a clearance from the University Library:

1. University authorities, faculty and administrative personnel applying for sick/vacation/sabbatical leaves, resignation, or retirement.
2. Students applying for graduation, and honorable dismissal, as well as returning students and the like.

Suspension of University Library Privileges

Noncompliance with library rules and regulations may result in suspension of all library privileges or dismissal from the university.

Referral Letter

During the regular semester, students with valid a PUP ID, Certificate of Registration and Library Account who wish to use other libraries are granted a referral letter if the material they require is not available in the library.  The referral letter is given by the Office of the University Library Director.

In the case of campus libraries, researchers must coordinate with their librarians to obtain a ready referral letter from the University Library.  

Students (thesis/dissertation authors) who are not enrolled during the summer of the current semester but require materials not located in the library are referred to other libraries upon presentation of a valid PUP ID and an endorsement letter from their thesis Adviser/Dean.

Guide to the Now Normal

Guidelines for Using Service Facilities

The University Library provides facilities available for use by PUP bona fide students, faculty members, and administrative staff for discussion on topics directly related to their studies and functions. Located on the 3rd and 4th floors of the NALLRC Building, these facilities are available for advance booking through the office of the Director, University Library. 

1. Priorities for the use of the service facilities shall be as follows:
   
   • University-sponsored programs and activities.
   • Educational and cultural activities sponsored by students, faculty, and/or administrative personnel.
   • Review classes, commercial film showings, political and other activities sponsored by students, faculty, and/or administrative personnel.
   • Religious activities are sponsored by faculty, administrative personnel, and students.
   Days and hours of service shall be from Monday to Friday, from 8 a. m. to 7 p. m. and on Saturday, from 8 a. m. to 5 p.m. 
2. The person requesting use of the venue will be held responsible for the orderly conduct of the group and for any loss or damage to library property or equipment. No gambling, games of chance or wagering of any kind may be a part of any program, meeting, or event.
3. The venue is available during public service hours and must be vacated 15 minutes before    closing. The library reserves the right to cancel or change any activities if circumstances at the library so demand. If the library must close due to emergency situations or inclement weather, all activities scheduled during the closure will be cancelled.
4. Food is not allowed inside the facility (except for Silid Lakan-dayang/Pulungan). Alcoholic beverages of any type may not be brought into, served, or consumed in the said facilities.
5. Observe decorum and discipline during venue use.
6. Clean as you go policy shall be observed.

The University Library administration reserves the right to suspend or cancel the user’s privilege to use the facilities if any of the policies have been violated. The administration may implement additional rules as it may deem necessary.

The PUP-CLFI e-Learning Center

The PUP-CLFI e-Learning Center provides free access to computers for online searches.

The following rules must be followed when using the center:

1. Each bona fide user must register at the counter and provide their ID and/or current Certificate of Registration with a picture while entering the facility.
2. Users are not allowed to view pornography or play computer games.
3. Users must maintain silence and civility while in the area.
4. Eating, drinking, laughing, sleeping, and other disturbing behaviors are not permitted within the area.
5. An appropriate dress code is necessary.
6. The internet workstation allows only one person or user per machine.
7. Borrowers will be held accountable for any damage to the equipment.
8. If any of the policies are violated, the University Library maintains the right to cancel or restrict access to its facilities.

The Relaxation Room

This room is being made available to staff and members of the Polytechnic University of the Philippines through the Office of the Director, University Library.

1. Opening hours: 9:00 A. M. to 6: P. M.
2. Ask for assistance from the staff of the Office of the Director, and register.
3. Remove shoes and leave them at the entrance of the room or in the storage rack.
4. Food and beverages are not permitted in the room.
5. Smoking is not permitted in the room.
6. The use of the room is reserved for reading, writing or listening to music, and is not available for any other non-related activity.
7. Set cell phones on silent upon entry.
8. Respect the silence and the other users of the room.
9. After use, you are kindly requested to leave the room in the same condition as it was prior to use.
10. Before leaving the room, think of something that makes you feel calm or happy.
11. The room is the responsibility of everyone.
