After almost two years of strategic, dynamic, and adaptable leadership performance in Sintang Paaralan, Dr. Manuel M. Muhi was formally sworn as the 13th president of the Polytechnic University of the Philippines, through an online investiture held on October 1, 2021.
Dr. Muhi assumed office in March 2020 but postponed his inauguration due to the immediate declaration of lockdown in Luzon last year because of the increasing cases of COVID-19.
In his inaugural speech, the new president spoke from the heart and recalled the challenging start of his term.
"Tunay na napakahirap at napakabigat po ng hamon na ito para sa atin.“Unprecedented” ho ang mga hamon na ito, maging ang mismong pandemic na ito ay patuloy pa ring rumaragasa sa ating lipunan. Hinarap natin noon ang mga unang buwan ng pandemic– paano nga ba tayo magkaklase ng pure online? Paano ang mga na-stranded nating mga estudyante sa kani-kaniyang mga dorms? Paano nating masisiguro ang kaligtasan ng ating mga frontliners na pumapasok araw-araw sa ating Sintang Paaralan? Aaminin ko ho sa inyo, ako man ay nakaramdam din ng takot," President Muhi said.
A re-engineered polytechnic education, President Muhi summarized his goals for the University in a 10-pillar agenda that empower academic and administrative leaders, promoting lifelong learning opportunities, creating a productive environment through the provision of state-of-the-art facilities, and enhancement of the university's learning management system.
On the quality education curriculum, President Muhi mentioned the monthly simulation in the preparation for accreditation. He acknowledged the hard work and perseverance of employees, staff, and faculty members in preparing documents and research that symbolize the dedication of the University to achieve quality education for society.
President Muhi also ensured a safe and conducive environment for students and faculty members. He said that in the previous months, the University has constructed facilities such as the Research Institute of Science and Technology (RIST), renovated classrooms, and library building as the "Balik-Eskwela" program approaches.
In collaborations and linkages, President Muhi asserted that the number of journals published in the index and good journals has increased since last year. The quality of produced research papers and conducted researches is even more developing. International partnerships and networks are also growing due to technology. He also noted that the university has ongoing meetings and collaborations with universities from the United States, Taiwan, Russia, Australia, other parts of Europe, and the rest of the world.
President Muhi in his investiture speech also reiterated the purpose of PUP being a state University, he said "Sa mga panahong kinahaharap po natin ang ligalig, lagi po nating tatandaan ang mga salitang inukit na ng ating imno – Mula Sa ‘yo, Para sa Bayan. Sa ating mga sarili po mismo magniningas ang malalim na dedikasyon para sa serbisyo – kahit pa may pandemya o bagyo, ay handa itong salagin ng alab ng ating puso."
He ended his speech by showing gratitude to the university’s students, staff and faculty members, “Together we stand para sa ating Sintang Paaralan at para sa ating Bayan.”
President Muhi was appointed by the Commission on Higher Education to lead PUP in accordance with the provisions of Republic Act 8292 or the Higher Education Modernization of 1997. His appointment was recognized by the PUP Board of Regents through Resolution No. 2283, series of 2020 passed on February 7, 2020.
A teacher, engineer, researcher, and leader, the 13th President of PUP served as Dean of the College of Engineering from 2006 to 2012. He was appointed as the Vice President for Research, Extension, Planning, and Development in 2012, Executive Vice President in 2013, and became Vice President for Academic Affairs in 2016.
