The Evaluation Committee (EC) unanimously recommended the reappointment of Dr. Manuel M. Muhi as President of the Polytechnic University of the Philippines for 2024-2028. Dr. Muhi will be serving his second term as University President.
A hands-on leadership Dr. Muhi enjoys the support of the community based on the summary of interviews conducted for his evaluation. He was described as a visionary leader by staff members from branches and satellite campuses, saying they are supportive of the President’s plan to upgrade PUP to the National Polytechnic University status.
“He adequately communicated his platform of governance to the community. PUP’s ten (10) pillars articulated in the Institutional Development Plan served as an effective guide to everyone concerned on what future direction PUP is taking,” the report stated. By this, stakeholders from branches and satellite campuses “feel that they are truly part of the PUP System, and they are involved in many of PUP’s programs.”
Students also felt that “they were given the freedom to bring up issues with the President” because of his openness and sincerity. Among Laguna-based PUP campuses, the President took the time to listen to the grievances of the students, read their resolutions, and addressed their concerns. From those interviewed, they recommended more activities like this, where the President establishes better connection with the students.
Faculty members shared the same sentiment and appreciated the President’s transparency in terms of what is going on across the PUP system. This is evident during monthly flag-raising ceremonies where Dr. Muhi “recognizes people for their good work, discusses new plans, and briefs them on the status of facilities development.” They also appreciate simple gestures such as the ease of approaching him, his presence in most work-related group chats, and his preference for not being treated as a VIP or “very important person.”
When asked what he should prioritize for his potential second term, campus directors said he should continue the good work he is doing and work towards the conversion of PUP into the National Polytechnic University of the Philippines.
Accomplishments under Dr. Muhi’s first term Under his leadership, PUP made it to the QS World University Rankings in Asia for the first time, retained its berth as Top Choice of Employers according to JobStreet PH, and continued to dominate various licensure examinations. PUP had 62 students among the topnotchers in various board examinations. It has also been recognized as among the top performing schools in 12 board examinations.

In terms of accreditation, 103 or 79.84% of its 129 programs have already been accredited. At the graduate level, all 18 graduate programs that are accreditable have been accredited. As of May 2023, the University has 77 COPCs, 78 are awaiting issuance of COPCs, and 12 programs are in the process of completing the documents needed for the COPC.
Prior to his election as PUP President, Dr. Muhi held various administrative positions in PUP. He was Vice President for Academic Affairs, Executive Vice President, Vice President for Research and Extension, Dean of the College of Engineering and Department Head of the Department of Civil Engineering.
The Evaluation Process The EC reviewed several documents — annual reports, accomplishment reports, COA reports, report on enrollment, financial reports, sample copies of research journals and other publications, report on accreditation status of programs of the University and its campuses, branches and colleges, and report on the performance of students in board examinations.
A total of 136 individuals were interviewed. One hundred twenty-four (124) filled out the survey form. The 12 who did not do so were the alumni representatives and organizations or individuals from outside PUP who have projects with the University, and the Vice-Presidents who form the inner circle of the President’s team.
