As the lead unit of PUP in formulating and implementing the extension policies, guidelines, and programs in line with existing policies of CHED, the EMO further assures that it shall:

• Engage in collaborative extension undertakings with the assistance of the technical experts of the various colleges, branches, and satellite campuses.
• Nurture active participation in intensified national advocacy for poverty reduction and social development. Promote a high sense of volunteerism among the faculty, administrative personnel, and students regarding service to the marginalized sectors and communities.
• Ensure that community extension programs align with the actual needs of target beneficiaries to help rebuild and transform lives of partner communities and beyond, for the greater good of humanity.
